About this opportunity

The Department of the Interior National Park Service Midwest Region seeks entry courtyard improvements at Brown v. Board of Education National Historic Park in Topeka, Kansas, with bids due July 2 at 9:00 a.m. Central Time. This is a total small business set-aside under NAICS 237310 (Highway, Street, and Bridge Construction).

Place of performance is 1515 SE Monroe Street, Topeka, Kansas 66612. The work comprises removal of approximately 7,362 square feet of existing concrete courtyard and stair pavement; installation of approximately 1,845 square feet of fiber-reinforced concrete pavement, 5,497 square feet of additional concrete pavement, 153 square feet of ABA curb ramps, a 16-foot-wide concrete staircase with ornamental handrails, 39 square feet of ABA detectable warning panels, and 4,200 square feet of turf grass sod; relocation of seven signs and one ABA door-button pedestal to concrete viewing areas on NPS property; and site grading and drainage modifications to redirect stormwater. The contractor must maintain existing roof drains highlighted in green on plan sheets G1.1 and C0.1; only four abandoned roof drain pipes highlighted in red are to be removed. The contractor is responsible for construction staking; the provided topographic survey is for reference only.

Performance and payment bonds equal to 100 percent of the final contract award and a bid guarantee of 20 percent of bid price (not to exceed $3 million) are required. Prevailing wage rates apply per Department of Labor General Decision KS20260160. The contract period is 75 calendar days from notice to proceed, with work beginning no later than August 1, 2026 and completion by November 15, 2026. Bidders must register in SAM.gov with active status and comply with limitations on subcontracting per FAR 52.219-14. Amendment 0002, effective June 23, 2026, provided the Quality Assurance document; offerors must acknowledge receipt of both Amendment 0001 (effective June 9) and Amendment 0002 prior to bid opening.
