About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to replace components of the deteriorated brown water system at the Florida Keys National Marine Sanctuary (FKNMS) in Key West, Florida. The brown water system utilizes collected rainwater to flush toilets in the administrative building and maintenance shop, but requires replacement of multiple tank sensors, valves, and actuators located in a 7,500-gallon underground tank and accessible valve pit. Contractors must be licensed and insured Florida plumbing contractors capable of installing 6 mechanical float switches, 4 butterfly valves, 2 actuator-controlled butterfly valves, verifying EMS wiring, and replacing a system pump. The government will evaluate proposals based on five factors: objectives, technical approach and capability, past performance, past experience, and price, using a best value determination. Offerors must submit quotes by September 2, 2025, including comprehensive documentation of their technical capabilities, licensing, insurance, warranty provisions, and 1-3 relevant project examples from the past ten years.

This procurement is designated as a 100% small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The contract requires completion within 60 days after receipt of order, with work performed Monday through Friday from 9:00 a.m. to 5:00 p.m., excluding federal holidays. The place of performance is 33 East Quay Road (also referenced as 33 Quay Road), Key West, FL 33040, at the Dr. Nancy Foster Florida Keys Environmental Complex. Contractors must provide a minimum one-year warranty on all work and will be escorted while working on the facility. The government anticipates awarding a firm fixed-price purchase order and reserves the right to make an award without discussions based solely on initial quotes. No incumbent contractor or specific budget range is mentioned in the solicitation documents.
