NOAA Florida Keys National Marine Sanctuary (FKNMS) Brown Water Control System and Components
Statement of Work
1. Scope
Florida Keys National Marine Sanctuary (FKNMS) has a brown water system which utilizes collected rain water to flush water for the commodes located in the administrative building and maintenance shop. The system over the course of time has deteriorated and no longer operates as intended. The system requires the replacement of multiple tank sensors, valves and actuators. Sensors are located in a 7500-gallon tank underground, valves and actuators are located in a valve pit accessible on grade.

3. Site Visit
Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the purchase order to the extent such information is reasonably obtainable. In no event shall a failure to inspect the site constitute grounds for a claim after award of the purchase order.
Contact the Technical Point of Contact (TPOC) listed below for further information on site visits. To make a site visit, please make an appointment during working hours (Monday – Friday, 9:00am – 5:00pm) with the TPOC.
4. Objectives
a. The contractor shall provide personnel, transportation, equipment, tools, supplies, materials, safety personal protective devices, and clothing necessary to perform the required services.
b. The contractor shall accomplish work without disruptions to the daily routine operations of the Government unless preplanned and approved.
c. All replacement parts or components shall be new and of equal to or of better quality than the original part or component being replaced as approved on the submitted quote.
d. The contractor shall report only to and receive direction from the assigned Government Contact Point (GCP), the Contracting Officer, or their respective designee.
e. In performing the required work, the contractor, and any subcontractors, shall be insured and comply with all local, state and federal laws.
5. Description
Remove deteriorated sensors, valves, actuators and pump currently in place. Install new sensors, valves, actuators and pump as needed to restore proper system operations. See Attached Drawing for additional specifications.
6. Requirements
a. Installation of 6 mechanical float switches (KELE NG2DW1500B)
b. Replace 4- 2.5” sweat butterfly valves (3 in pit, 1 interior) and piping as needed.
c. Replace 2 – 2” actuator-controlled butterfly valves and actuators (Siemens valve 599-
10224 and actuator GMA121.1P )
d. Verify continuity of installed EMS wiring and replace if necessary.
e. Replace failed system pump (Goulds pump model GT07, ¾ hp, 120/240 volt)
f. Test and commission installation
g. Responsibly dispose of removed equipment
7. Hours of Operation
Services shall be performed Monday through Friday, 9:00 a.m. through 5:00 p.m. Eastern Time, excluding Federal holidays.
8. Deliverables List
Contractor shall provide all parts and labor required for the completion of services listed.
Contractor shall provide documentation of a minimum one-year warranty for all services provided and parts installed consistent with industry standards.
Contractor shall provide confirmation of approved city inspection upon completion of the requirement.
Contractor shall provide proof of valid state licensing and liability insurance.
9. Repairs Outside the Statement of Work
No additional service or repair outside of the Statement of Work shall be completed until approval is received from the Government Contact Point (GCP) or Contracting Officer.
Repairs and services less than $2,500 shall be approved by the GCP and paid by purchase card. Repairs and services over $2,500.00 shall be approved by a Contracting Officer through a modification to the purchase order. The contractor shall be compensated at a pre-determined hourly rate included in the purchase order. Materials shall be itemized on the quote and not exceed published price listings, if applicable. Repairs Outside the Statement of Work shall be completed within 30 days of notification or within 30 days of receipt of parts, whichever is sooner.
The contractor shall include their hourly rate for Repairs Required outside of the existing Statement of Work when providing their quote, this amount will not be included in the overall price sum. Payment for these services will be made via Government Purchase Card or a formal Request for Change issuance followed by an executed modification for total approved service cost exceeding $2,500.
10. Contractor Requirements
The contractor shall hold a minimum qualification as a licensed and insured plumbing contractor in the State of Florida.
11. Security Requirements
a. Contractors will be escorted while performing maintenance in the Dr. Nancy Foster
Florida Keys Environmental Complex. All work shall be coordinated in advance directly with the Technical Point of Contact (TPOC) or Government Contact Point (GCP), listed below, in advance to ensure an escort is available. For security purposes, a valid U.S. driver's license or official ID will be requested for all on-site workers.
b. Physical Security. The contractor shall be responsible for safeguarding all government property involved in and around the work space. Contractor shall be responsible for repairing or replacing any damage to the government’s property, including but not limited to existing structures, finishes, fixtures, and personal belongings, that occurs as a direct result of the Contractor's work or operations during the project, at no additional cost to the government.
12. Period of Performance
The period of performance shall be within 60 days After Receipt of Order (ARO)
13. Type of Order
The government anticipates the award of a firm fixed price purchase order.
14. IT Security Requirements
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.

b. The TPOC or delegate monitors all technical aspects of the contract and assists in purchase order administration. The TPOC is authorized to perform the following functions: assure the contractor performs the technical requirements of the purchase order; perform inspections necessary in connection with purchase order performance;
maintain written and oral communications with the contractor concerning technical aspects of the purchase order; issue written interpretations of technical requirements;
monitor contractor's performance and notify the Contracting Officer, GCP and contractor of any deficiencies; provide site entry of contractor personnel. The TPOC is not authorized to change any of the terms and conditions of the resulting purchase order.
