EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES
The Government will issue a purchase order resulting from this Request for Quotation (RFQ) to the responsive responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. Evaluation and award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors.
The following factors will be used to evaluate quotations:
1. OBJECTIVES
The offeror’s ability to meet the Statement of Work objectives. NOAA, in conjunction with the Florida Keys National Marine Sanctuary, will evaluate the offeror’s proposal information to determine if the objectives have been met. Offerors who fail to meet the objectives shall be considered non- compliant to the solicitation.
2. TECHNICAL APPROACH AND CAPABILITY
The offeror shall provide a narrative detailing their proposed approach to performing the contract requirements and its capability to successfully perform the contract to be evaluated by the Government. The vendor shall also submit valid proof of licensing, liability insurance, and written confirmation of a minimum one-year warranty for all services and parts.
3. PAST PERFORMANCE
The offeror’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
The contractor shall provide a list of at least two (2), but no more than three (3), applicable past performances that have been successfully accomplished similar in size and scope. Past performances shall include the following information: Company name or Government agency, name of project and/or award number, address, contact person’s name, phone number, and email address.
4. PAST EXPERIENCE
The Government will evaluate the provided project examples in order to determine that the offeror has relevant experience performing work on similar systems.
Relevant Projects. The term “relevant projects” means those projects similar in scope, complexity, and dollar value (USD), in that order of importance.
Project Examples. The Offeror shall submit One (1) to Three (3) example projects with a narrative detailing the scope, contractor’s role (prime, JV, Subcontractor, etc.), project period of performance, and dollar value. All project examples should be completed within the past ten (10) years. If the offeror submits more than the required number of project examples, the Government will evaluate only the stated number of projects, in the order presented in the Offeror’s submittal.
5. PRICE
The Government will evaluate the offeror’s quoted pricing listed for this RFQ. Pricing will be determined by the total of CLIN 0001. NOAA will evaluate the quoter’s proposed price for fairness and reasonableness in relation to the RFQ’s requirements.
The Government reserves the right not to award a contract.
All offers received will be evaluated in accordance with the evaluation criteria. The government reserves the right to make an award without discussions based solely on initial quotes. Therefore, offerors should ensure that their initial quote constitutes their best offer in terms of both price and specifications being proposed.
