About this opportunity

The Air Force Test Center awarded contract HC108425A0002 to Carahsoft Technology Corp on February 27, 2026, for the provision of Broadcom VMware licenses valued at $2,358,760.20. The contract covers VMware Cloud Foundation Base licenses (2,136 units) and VMware Avi Load Balancer units (16 units) across a base period and four option years extending through August 5, 2030. The award was justified under FAR 8.405-6(b)(1) as a single-source procurement, with the contracting officer determining that VMware software is peculiar to one manufacturer and represents the entirety of the virtual infrastructure currently operating on the agency's networks, making alternative solutions impractical without significant cost and operational disruption. The base period runs from February 1, 2026, through August 5, 2026, followed by annual renewal periods through the final option year ending August 5, 2030.

Notice text

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule
contractors to fewer than required in FAR 8.405-1.

FAR 8.405-6(b)(1), “The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.”

This software is the entirety of the virtual infrastructure that is currently operating on all of our networks. To overcome the restricted consideration, the agency would be required to completely redeploy the entire virtual infrastructure for all of our networks. There could potentially be all kinds of issues with trying to deploy different applications for the virtual infrastructure.  No other software is compatible with the current infrastructure and there would be a significant duplication of cost/labor/training/possible downtime that would be associated with switching to another virtual infrastructure product which would not be recovered through competition.
