About this opportunity
The Air Force Test Center has awarded a sole-source contract for Broadcom VMware licenses and renewal services under a limited sources justification on February 27, 2026, under contract HC108425A0002.
The justification cites FAR 8.405-6(b)(1), brand name item peculiar to one manufacturer. The procurement applies to the 420 FLTS CTF facility's existing virtual infrastructure, which was designed and purchased in FY24 specifically for Dell Technologies hardware that requires VxRail embedded operating system functionality, available only through VMware virtualization and management suite. The Air Force determined that deployment of alternative solutions such as Nutanix would require complete system redesign, introduce an estimated six-month program delay, incur $0.5 million in additional costs for critical spares, and invalidate Dell Technologies warranty support. Market research identified VMware availability through ESI (limited to Department of Navy only) and GSA 2GIT (Carahsoft), with the latter designated as the mandatory source under Air Force Blanket Purchase Agreement HC108425A002 effective November 2024. The contracting officer determined pricing fair and reasonable through comparison with commercial pricing for similar items.
The requirement comprises VMware Cloud Foundation Base Period (2,136 units, Part VCF-CLD-FND; 16 units, Part ANS-VMW-ALB) covering February 1, 2026 through August 5, 2026, followed by Year 1 performance from August 6, 2026 through August 5, 2027, and four option years extending through August 5, 2030 with identical quantities and annual renewal periods. Place of performance is the 420 FLTS CTF facility. Contract authority is the Multiple Award Schedule Program under FAR 8.405-6. Contracting Officer Jenna Jacobson (AFTC/PZZG) approved the justification on June 17, 2026.
Notice text
FAR 8.405-6 requires an ordering activity to justify its actions when
restricting consideration of schedule
contractors to fewer than required in FAR 8.405-1.
FAR 8.405-6(b)(1), “The item is peculiar to one manufacturer. A brand name
item, whether available on one or more schedule contracts, is an item
peculiar to one manufacturer.”
This software is the entirety of the virtual infrastructure that is currently
operating on all of our networks. To overcome the restricted consideration,
the agency would be required to completely redeploy the entire virtual
infrastructure for all of our networks. There could potentially be all kinds of
issues with trying to deploy different applications for the virtual
infrastructure. No other software is compatible with the current
infrastructure and there would be a significant duplication of
cost/labor/training/possible downtime that would be associated with
switching to another virtual infrastructure product which would not be
recovered through competition.
