About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) are seeking innovative research proposals for developing next-generation weather radar technology through a Broad Agency Announcement (BAA). The solicitation aims to explore technological capabilities and methodologies for replacing the aging NEXRAD radar system, with research interests spanning radar network concepts, commercially owned radar networks, data integration, phased array radar technologies, and artificial intelligence applications. Eligible offerors include U.S. and select non-U.S. organizations such as accredited schools, research institutes, and commercial entities. Proposals will be evaluated primarily on technical merit, with criteria including technical approach, management strategy, schedule realism, and contractor qualifications. Key dates include questions due by January 20, 2025, with Tier 1 proposal submissions due February 28, 2025, and concept papers for Tiers 2 and 3 due by April 30, 2025.

The solicitation has no specific set-aside designations and anticipates making 5-15 awards totaling between $1-8 million, with individual awards ranging from $200,000-$1,000,000 on a firm-fixed-price basis. The place of performance is located in Silver Spring, Maryland, with work expected to support the development of a new weather radar network to address current infrastructure obsolescence risks. The current NEXRAD system comprises 158 S-band Doppler radars operated by NWS, USAF, and FAA, which have exceeded their 20-year design life and face component obsolescence by the mid-2030s. The program follows a phased timeline including initiation and planning (2023-2028), design and development (2027-2032), production (2032-2040), and operations and maintenance (2035 and beyond). These efforts aim to maintain data continuity, improve performance, expand coverage for underserved communities, and leverage emerging technologies in weather monitoring and forecasting.
