About this opportunity
The Department of State (DOS) has issued a Broad Agency Announcement (BAA) seeking research and development proposals focused on technologies or programs to support verification of arms control, nonproliferation, and disarmament agreements and commitments. The BAA is being published by the Bureau of Arms Control, Deterrence, and Stability (ADS) within DOS.
The purpose of this BAA is to solicit proposals in five main topic areas: nuclear arms control, chemical and biological weapons, emerging technologies and AI, space and missile defense, and conventional risk reduction. The BAA will use a two-phase process, with potential offerors first submitting white papers and quad charts, followed by full technical and cost proposals for selected topics. Awards will be in the form of negotiated agreements, purchase orders, or interagency acquisition agreements. The BAA is open to a wide range of entities, but excludes those serving as SETA contractors or consortium leads for federal agencies. Proposal submissions have deadlines in April 2024 for Phase I and two weeks after invitation for Phase II.
Notice text
This publication constitutes a BAA as described in Federal Acquisition Regulation (FAR) Part 35.016 and FAR 6.102(d)(2). This BAA is a competitive announcement for proposals focusing on research and development of technologies or support for programs to meet the mission of the Bureau of Arms Control, Deterrence, and Stability (ADS) of the U.S. Department of State (DOS). Any updates or possible cancellation will be issued as an amendment to the BAA.
