About this file

This document is a set of Questions and Answers related to Broad Agency Announcement (BAA) BAA-2024-DOS-ADS-02 issued by the U.S. Department of State (DOS).

The BAA is seeking proposals on research and development of technologies or support programs to meet the mission of the Bureau of Arms Control, Deterrence, and Stability (ADS) within DOS. The BAA indicates the average total cost for previous V Fund projects was $213K, with base year costs generally between $50,000 and $150,000. The period of performance may vary based on the research area and technical approach. The BAA allows for one organization to submit up to two proposals. Respondents can collaborate with LANL, but need to check transmissibility/non-transmissibility guidance. The BAA is interested in proposals related to space and missile defense, chemical and biological weapons detection, and other mission-aligned research areas. However, the scope of work for some areas may exceed the typical V Fund project size, so respondents should focus on more targeted technical approaches or conceptual studies within the funding constraints.

QUESTIONS AND ANSWERS

BAA-2024-DOS-ADS-02

1. What is the DOS anticipating as the maximum effort ($K) across a POP?

ANSWER: V Fund projects in 2021-2023 had an average total cost of $213K, with the base year cost generally falling between $50,000 and $150,000,

2. What is the longest POP that the DOS willing to consider?

ANSWER: The amount and period of performance (PoP) of each selected proposal may vary depending on the research area and the technical approach pursued by the selected Offeror. The period of performance shall be stated in the award documents.

3. Can one organization submit two proposals, one for BAA 1 and one for BAA 2? (The team understood the answer to be yes from the webinar but appreciate your confirmation).

ANSWER: Yes.

4. Can one organization submit two proposals from BAA2?

5. A potential LANL bidder is developing atmospheric remote sensing techniques that sense electromagnetic perturbations associated with hypersonic movers; these techniques may be applicable for the remote detection of explosions. Would a white paper on this concept be appropriate for the Space and Missile Defense topic in BAA-

2024-DOS-ADS-02? The bidder also asks if LANL-U.S. collaborations are allowed for this

BAA.

ANSWER: (a) Yes. (b) Not sure what “LANL-U.S. collaboration” means. The LANL as we know was created by and for the United States. LANL can submit a proposal of its own. If you mean LANL-UK collaboration, the answer is YES in principle, but you need to check the transmissibility/non-transmissibility guidance. DOS will consult with NNSA/NA-222 as well, if necessary.

6. Develop Research/Plans/Technical Approaches related to Space and Missile Defense to Include at least one of the following.

Develop region-wide ballistic missile defense capabilities, including through development of early warning systems and information sharing.

The development of a regional ballistic missile capability with early warning systems and information sharing is a complex, multi-year, tens of millions of dollars of engineering, planning, and programmatic effort to execute, as I would understand the task. However, since the V task funding is on the order of ~$250 K, not $25 M, clearly State has a different meaning of the words “Develop Research/Plans/Technical Approaches” than

I. Can you inform me what State meant by its wording? What would suffice to meet

State’s intent in these words?

ANSWER:

• The question is not wrong that “Develop Research/Plans/Technical Approaches” to “Develop region-wide ballistic missile defense capabilities, including through development of early warning systems and information sharing” could very well entail tasks well beyond the means of a V Fund proposal.

• However, these words can also allow for a discussion of, or refinement of, technical approaches, or broad conceptual studies to incorporate new technology or new efficiencies.

• For a V Fund proposal, we would consider how this new approach, plan or research could contribute to improving aspects of deterrence, geostrategic stability, and/or provide a basis for improved multilateral cooperation.

7. Is the objective to detect chemical agents when present in the solid and liquid states of matter, or is the interest in detecting solid and liquid agents in the aerosol phase?

ANSWER: Both are valuable contributions.

8. Are conventional lower vapor pressure agents as well as non-traditional chemical agents the targets to be detected?

9. Is detection of toxic industrial chemicals (TICs) of interest?

ANSWER: Yes, so long as they have potential for CW use.

10. Topic 2. Chemical and Biological Weapons asks for “increase capacity within the field of chemical attribution…” and “improve detector technology…”. Is there somewhere I could learn more about the current capacity and detector technologies with which to assess this?

ANSWER: Technological Advances for the Detection and Protection against Biological and Chemical Agents, LM Eubanks et alia, Chemical Society Reviews (2007).
