About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Carson has issued a Special Notice announcing the sole-source award of a firm fixed-price contract to Sheffield Company LLC for communications training services. This is not a competitive solicitation but rather a notice of intent to award under FAR 12.201-1 for the acquisition of commercial products and services. The notice was posted on March 19, 2026, and provides interested parties with an opportunity to submit evidence demonstrating that competition would be advantageous to the Government. The contracting officer has determined that Sheffield Company LLC, operating as The BRIEF Lab, is the only responsible source capable of meeting the requirement. Award will proceed without further notice if no affirmative written responses are received by the March 24, 2026 deadline. Only written submissions will be accepted; oral communications are not permissible responses to this notice.
The contract involves the delivery of two communications training courses—Brief 101 and Brief 102—scheduled for April 8-10, 2026, for the 10th Special Forces Group (Airborne). The requirement encompasses all personnel, equipment, and instructional materials necessary to teach the patented BRIEF methodology combined with NOISE principles for professional communication techniques, targeting audience communication, presentation mapping, and leadership communication skills. Market research conducted on March 9, 2026 determined that The BRIEF Lab is the sole provider of this methodology with instructors holding both BRIEF and BELT certifications and possessing at least 10 years of Special Operations Forces teaching experience. Concerned parties wishing to challenge the sole-source determination must submit clear and convincing evidence in writing by March 24, 2026. Funding for this contract derives from the FY 2026 Operations & Maintenance, Army budget allocated to the 10th Special Forces Group. This procurement is set aside for small businesses and falls under the Professional and Management Development Training NAICS category.
