About this file
This is a Memorandum for Record documenting a contract action to limit competition below the Simplified Acquisition Threshold. The 10th Special Forces Group (Airborne), through Mission and Installation Contracting Command at Fort Carson, is awarding a fixed-price purchase order to Sheffield Company LLC (DBA The BRIEF Lab) located in Downers Grove, Illinois for communications training services. The requirement involves two items: Brief 101 and Brief 102 courses, with delivery dates from April 8-10, 2026. The contractor will provide all personnel, equipment, and supplies necessary to instruct students on the BRIEF methodology for concise, professional communication techniques, including exercises on target audience communication, presentation mapping, and leadership communication highlights. Students will receive reference materials for ongoing knowledge maintenance after course completion. Funding is from FY 2026 Operations & Maintenance, Army (OMA) budget under the 10th Group allocation.
The justification for limiting competition cites FAR 12.201-1 for commercial acquisitions at or below the Simplified Acquisition Threshold. Market research conducted on March 9, 2026 determined that The BRIEF Lab is the only responsible source, as it is the sole provider utilizing the patented BRIEF© methodology combined with NOISE© principles. All instructors are BRIEF© and BELT® certified with at least 10 years of Special Operations Forces teaching experience. The contracting officer, Julia E. Gomez, approved the sole-source justification as being in the best interest of the Government. A Contract Specialist, Mia White, certified the supporting data's accuracy and completeness. Public display and synopsis requirements do not apply due to the sub-$20,000 threshold.
