About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure two new Fybroc 1600 or equivalent pump assemblies, including 15hp motors, parts, and complete installation services for the NOAA Hollings Marine Laboratory's seawater system. The procurement involves replacing critical existing pumps that support life-support systems for thousands of marine species at the Charleston, South Carolina facility. Contractors must have at least five years of experience installing similar equipment and provide comprehensive installation services including electrical and mechanical work, system functionality testing, and warranty coverage for all parts and labor. Quotes will be evaluated using a trade-off approach under FAR 52.212-2 for commercial products and services, with both technical and pricing submissions required. The original response deadline was July 29, 2025, but Amendment 0002 extended the due date to 11:00am EST on August 5, 2025, with delivery and installation required by November 14, 2025.
This solicitation is designated as a total small business set-aside under NAICS code 333996 (Fluid Power Pump and Motor Manufacturing) with a size standard of 1,250 employees. The procurement will be awarded as a firm-fixed price purchase order through a competitive process, though no specific budget range or award value has been disclosed in the documentation. The project requires delivery and installation of two pump assemblies with specific technical requirements including a 3x4x13 configuration, 10-inch trimmed impeller, VR-1 corrosion-resistant alloy, 303SS shaft, and double mechanical seal mounted on FRP baseplates. Work will be performed at the NOAA Hollings Marine Laboratory located at 331 Fort Johnson Road, Charleston, South Carolina 29412, with installation work restricted to standard business hours (8:00am-4:30pm, Monday through Friday). The government has provided extensive technical documentation including system schematics, reference photographs of existing equipment, and the manufacturer's installation manual to support bidder preparation.
