About this file

This is a Statement of Need for acquiring two Fybroc 1600 pump assemblies for the NOAA Hollings Marine Laboratory's seawater system. The document details the critical need to replace failing pumps that support life-support systems for thousands of marine species. The required equipment includes two Fybroc 1600 self-priming pump assemblies with 15hp motors, featuring specific technical specifications such as a 3x4x13 configuration, 10" trimmed impeller, VR-1 corrosion-resistant alloy, 303SS shaft, double mechanical seal, and mounted on an FRP baseplate.

The solicitation requires a contractor with at least 5 years of installation experience to furnish, deliver, and install the pump assemblies, with installation to be completed by November 14, 2025. Additional requirements include proper system functionality testing, a comprehensive warranty, and work performed during standard business hours (8:00am-4:30pm, Monday-Friday). The procurement is a small business set-aside under NAICS code 333996, with quotes due by 11:00am EST on July 29, 2025, to be submitted electronically to the Contracting Officer, Scott Beliveau.

Statement of Need Brand Name or Equal to Fybroc Pump Assembly, Power frame, Motor and Parts

Objective: Acquisition of two (2) new Fybroc or equivalent Pump assembly, Motor, and Parts

Background: The seawater system at the Hollings Marine Lab provides a continuous supply of seawater for NOAA and four other partner institutions. This seawater is integral in the life support of thousands of marine species used by NOAA and the partner organizations. Initially, four Fybroc fiberglass self-priming centrifugal pumps were used for pumping seawater; the system requires two that are in operation, with the other two being backups. Currently, two of the pumps have been removed from operation due to multiple part failures, and parts have been salvaged to keep the other two pumps operating. Recently, one of the 18-year-old self-priming pumps in operation broke down, and a teardown diagnosis revealed that the bearing in the power frame was damaged beyond repair. Additionally, the fiberglass impeller, back-plate, volute insert, and seal were worn beyond repair and were replaced with less damaged used parts from another damaged pump. This leaves the seawater system without the necessary backups for sustaining the critical life-support for several thousand marine species, plus one of the two operational pumps has slightly damaged parts and is operating at a reduced capacity. There are no more usable parts from the two non-operating pumps that can be salvaged for any other repairs to the two operating pumps. Therefore, the Contractor shall furnish and deliver two new complete Fybroc pump assemblies and motors so we can replace the current damaged pump that is in operation and have one backup.

Specifications: The Contractor shall furnish, deliver, and install Two (2) Brand Name or Equal to Fybroc 1600 Pump Assembly w/15hp motor which shall meet the following specifications and salient characteristics:
