The procurement is a total small business set-aside limited to seven pre-qualified General MACC contractors holding existing IDIQ contracts (N40085-25-D-2991 through N40085-25-D-2997). Paint work includes interior and exterior surface preparation, primer application, and two coats of finish paint with specification varying by location: eggshell/satin for interior walls, semi-gloss for wood trim and doors, direct-to-metal semi-gloss for metal surfaces, Loxon masonry coating for exterior masonry, and mildew-resistant semi-gloss for bathrooms. Flooring work requires removal and replacement of LVT flooring in sleeping rooms and epoxy resinous flooring in common spaces, including stair treads and rubber cove base transitions. Approximately one-quarter of work areas will be available at any given time, coordinated with designated Navy points of contact.
The estimated cost range is between $1,000,000 and $5,000,000. Contract completion is required 720 days after award. Liquidated damages are assessed at $880 per calendar day for schedule delays. Bid bonds are required at 20 percent of proposal amount; payment and performance bonds are required for proposals exceeding $150,000. The project is subject to Davis-Bacon prevailing wage requirements (General Decision NC20260010). A mandatory site visit is scheduled for July 22, 2026, at 9:00 AM.
