About this file

This is a Statement of Work for paint and flooring repairs at four Barracks/Enlisted Quarters (BEQ) buildings located at MCAS New River. The project involves Buildings AS4015, AS4206, AS4207, and AS4208, with contract number 26-0435 dated June 23, 2026.

The contractor must provide all labor, materials, equipment, and supervision to complete interior and exterior paint repairs and flooring replacements. Paint work includes surface preparation (crack and hole repair, mold/mildew treatment), primer application using latex KILZ 2 or equivalent, and two coats of finish paint with specifications varying by surface type: eggshell/satin for interior walls, semi-gloss for wood trim and doors, direct-to-metal semi-gloss for metal surfaces, Loxon masonry coating for exterior masonry, and mildew-resistant semi-gloss for bathroom areas. The contractor must remove and reinstall electrical outlet covers, repaint stenciled signage, spray paint panels and expansion joints, and clean all over-spray and debris. Flooring work requires removal of existing flooring in sleeping rooms with installation of new LVT flooring, and removal of flooring systems in common spaces with installation of Epoxy Resinous Flooring including stair treads. All flooring must be free of adhesive, with LVT surfaces sealed using Ardex floor sealer prior to installation. All flooring transition strips and rubber cove base must be replaced. Special scheduling limitations require approximately one-quarter of work areas available at any given time, coordinated with designated points of contact: Nick Mason (619-889-9321) for AS4015 and AS4207; Peter Obrien (252-734-0649) for AS4206 and AS4208. The contractor must submit manufacturer product specifications and technical data for all materials, and submit a hazardous materials plan for any lead paint work, where the scope includes only scraping and encapsulation rather than full abatement.
