About this file

This is an Amendment 0001 to Solicitation HT942627QE003, issued by the Defense Health Agency Medical R&D Contracting Division on October 19, 2026. The amendment updates Section B of the solicitation to establish the terms and conditions for a competitive Blanket Purchase Agreement (BPA) to be awarded on a firm fixed price basis.

The BPA will have a continuous 60-month ordering period with a ceiling of $350,000.00 for all collective Call Orders and Government Purchase Card orders. Individual Call Orders cannot exceed $50,000.00, while Government Purchase Card Ordering Officers are limited to purchases of $15,000.00 maximum. The NAICS code is 325413 (In-Vitro Diagnostic Substance Manufacturing), and the Product or Service Code is 6515 (Live Animals, Medical and Surgical Instruments, Equipment, and Supplies). Authorized ordering offices include the Defense Health Agency Contracting Activity (DHACA) at Fort Detrick, Maryland, and the U.S. Army Institute of Surgical Research (USAISR) Veterinary Support Branch at Fort Sam Houston, Texas. The Government is obligated only to the extent of authorized purchases with no guaranteed minimum order. Payment procedures vary by ordering activity: DHACA orders are paid via Wide Area Work Flow, while USAISR orders are paid via Government Purchase Card. The BPA is subject to annual review and renegotiation, with a 30-day termination clause available to either party. Contractors are prohibited from advertising the BPA award in commercial advertising and must submit price list changes to the Contracting Office no more than once annually.
