Questions received after this date and time will not be accepted. Quotes are due no later than 29 October 2026 at 10:00 AM EDT.

No telephone calls will be accepted. No questions shall be addressed after the due date. An Amendment to this solicitation will be submitted to the offeror providing the answers to all questions received via email.

2. INSTRUCTIONS FOR THE PREPARATION AND SUBMISSION OF QUOTATIONS

Failure to submit all documents concurrently or in accordance with these instructions may render a quote unacceptable. The Government will not consider pages submitted in excess of the stated page limitations. Quotes shall provide a minimum offer acceptance period of ninety (90) days (including an agreement to hold the prices in offer firm) after the required date for receipt of quotes.

2.1. QUOTATION EVALUATION

To aid in evaluation, quotes shall be practical, specific, and complete as well as being indexed (cross-indexed, as appropriate) and logically assembled. The quote shall be in a clear and concise form. All pages of each Volume shall be numbered and dated and include the solicitation number.

2.2. PRICE INFORMATION. Price information shall be included in the price Volume only. The proposed price shall not be discussed or exhibited in any other Volume of the Offeror's quote.

The overall quote shall consist of two (2) separate Volumes, individually titled. All copies of each Volume shall be appropriately titled.

Quote Volumes Volume Title

Volume I - Non-Price

Volume II - Price

3. PAGE LIMITATIONS

3.1. There are page limitations associated with portions of Volume I. If the Offeror's quote exceeds the defined page limitations, the pages exceeding the limit will be removed and will not be evaluated. Quotes shall be single-sided, typed in 12-point, Times New Roman font using 1" margins on the top, bottom, and sides. Graphics, tables, and matrices are exempt from the 12-point font requirement; however, any materials not legible to the evaluators will be disregarded.

3.2. The Cover Page, Table of Contents, Executed Solicitation Documents (Representations and Certifications), and Pricing Sheet will not be counted toward any page limit.

3.3 The entirety of the Executive Summary, Technical Capability shall not exceed twenty (20) pages, including any appendices, matrices, and tables.

4. CONTENT OF QUOTE PARTS

The Offeror shall submit the content of Volumes for use in evaluating the Offeror's non-price evaluation factors and price evaluation factors in accordance with FAR 52.212-2 of this solicitation.

The Offeror's quote is presumed to represent the Offeror's best value in response to the solicitation. The Government intends to award based on initial offers (without exchanges with offerors); however, the Government reserves the right to conduct exchanges with offerors, if the Contracting Officer later determines them to be necessary.

5. Technical Capability

The Offeror's quote shall demonstrate:

An understanding of the SOW and the overall supply requirement to provide the Minimum Essential Characteristics.

6. Price Quote

The price quote has no page limitation. Offerors shall use the Government price sheet provided as Exhibit A - Pricing Sheet for the price quote submissions. Failure to use the Exhibit A - Pricing Sheet will render the Offeror's quote unacceptable. The Offeror shall propose prices meeting the requirements for the small laboratory research animals identified in the SOW, which will allow the Government to evaluate and establish the maximum ceiling prices for the Base BPA. The Offeror shall propose prices for each 12-month pricing period. Offerors are requested to include discounts/price reductions and indicate the discounts they are providing to the Government.

Although the base BPA has a continuous 60-month ordering period, the CLINs in the Pricing Sheet shall be priced in 12-month pricing periods because of the limit of a 12-month period of performance (without the exercise of an option period) on severable call orders.

6.1PROPOSED PRICES

The prices awarded in the base BPA shall be used by the Contractor when responding to the Requests for Quote (RFQs) for all Call Orders issued under the cognizant pricing period under this BPA. The awarded price for each annual year shall not exceed the agreed ceiling prices awarded in the base BPA. The Contractor shall use the spreadsheet provided by the Government (see Exhibit A - Pricing Sheet).

The Offeror shall include a copy of the Offeror's Commercial Published Price List, including any additional discounts offered as part of Volume II.

FAR Clauses Incorporated by Full Text

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Basis for Award

1.1 The Government will award a Blanket Purchase Agreement (BPA) on a Lowest Price Technically Acceptable basis. However, the Government reserves the right to make the final determination on the awarding of the BPA based on the Offeror's ability to provide the required supplies, mission requirements, and the Government's administrative costs to efficiently administer the BPA awarded as a result of this solicitation.

1.2. The resulting Call/GPC Orders from the BPA shall be Firm-Fixed Price (FFP) Contract Line Item Numbers (CLINs) for supplies.

The evaluation factors are listed below:

Evaluation Factor 1 - Technical Capability Evaluation Factor 2 - Price

1.3. Non-price Factor 1 will be evaluated to determine whether the Offeror's quote is acceptable or unacceptable.

1.4. The Government will not assume that the Offeror possesses any capability or knowledge unless it is specified in the quote.

1.5. The non-price Factor 1 will be rated individually from Factor 2. Only quotes receiving a rating of "Acceptable" in Evaluation Factor 1 - Technical Capability will be considered for award.

Evaluation Factor 1 will be rated on an Acceptable / Unacceptable (Pass / Fail) basis.

2. Factor 2 - Price: The price will be evaluated separately from the non-price evaluation factors. The Offeror's price quote is the result of completing Exhibit A - Pricing Sheet. The Government will evaluate the consistency, completeness, fairness, and reasonableness of the Offeror's price quote. Price analysis will be used to determine the fairness and reasonableness of the total evaluated prices to support the selection of the lowest priced, technically acceptable Offerors. The objective of price analysis is to ensure that the final agreed-to prices are fair and reasonable in accordance with RFO 12.204 and RFO 12.203.

3. EVALUATION RATING STANDARDS

3.1. RATING STANDARDS FOR FACTOR 1, TECHNICAL CAPABILITY

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation

4. DEFINITIONS

Term Definition

Discussions Negotiations conducted in a competitive acquisition. Discussions take place after establishment of the competitive range.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in the awarded BPA without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
