About this opportunity

The 35th Contracting Squadron at Misawa Air Base, Japan has issued a Notice of Intent to Single Source for the procurement of a Bowling Center Lane Walker for the Walmsley Bowling Center. The Department of the Air Force Pacific Air Forces intends to award this contract exclusively to American Bowling Service, Inc. under Federal Acquisition Regulation provisions that allow single-source procurements when only one source is reasonably available. This special notice was published on June 25, 2025, and falls under NAICS code 423910 for Sporting and Recreational Goods and Supplies Merchant Wholesalers. The procurement specifically involves Kegel-branded lane maintenance equipment, which aligns with the existing infrastructure and trained personnel at the bowling facility.

The primary objective of this notice is to inform potential contractors of the government's intent to proceed with a non-competitive procurement while providing an opportunity for interested parties to challenge the single-source determination. Firms wishing to contest this approach must submit an interest letter within seven days of publication (by July 13, 2025) that demonstrates their capability to provide equivalent supplies or services and provides rationale for their consideration. The justification for the single-source approach centers on cost-effectiveness and operational continuity, given the facility's existing Kegel equipment inventory, specialized mechanic training, and proximity to Kegel support services in Tokyo. Interested contractors must show they can meet United States Bowling Congress specifications for lane maintenance equipment and prove that switching from the current Kegel system would not be cost-prohibitive or operationally disruptive. The contracting office has committed to conducting market research for future procurements to evaluate whether the single-source approach remains appropriate.
