About this opportunity
The Department of Agriculture Assistant Secretary for Departmental Management seeks construction of three fence sections totaling 1.25 miles across the Boulder Grazing Complex in the Bulldog and Snowcap Grazing Allotments, with quotations due July 2, 2026. This is a Total Small Business Set-Aside with a small business size standard of $19 million.
Place of performance is Kettle Falls, Washington (approximately 16 to 20 miles northwest, in Ferry County). The scope consists of 6,600 linear feet: 3,960 feet of replacement fence in fire-damaged areas and 2,640 feet of new construction. Terrain includes 0 to 20 percent slopes with open canopy (2,640 feet due to recent timber harvest) and closed canopy (3,960 feet) sections. Work crosses three perennial streams and at least three draws. The contractor must clear a 12-foot-wide corridor (6 feet on each side of centerline), remove trees 6 inches or greater at diameter breast height, and remove and dispose of existing damaged fence. Four-strand barbed and barbless wire fencing uses 6-foot studded heavy-weight T-posts spaced 16 feet apart, with every fifth post a treated wood line post. Technical specifications from General Technical Report PNW-GTR-250, the 1999 Handbook Fences, and the Landowners Guide to Wildlife Friendly Fences take precedence over conflicting Parent IDIQ requirements.
Performance period is July 14 through October 31, 2026, with potential continuation June 1 through October 31, 2027 if weather delays warrant. Total contract value is $42,042.00. NAICS code is 238990 (All Other Specialty Trade Contractors); PSC code is Y1PZ (Construction of Other Non-Building Facilities).
Quotations must include completed Schedule of Items with pricing, past performance information from work completed within three years with customer contact details, a narrative describing barbed wire fence experience in remote mountainous terrain, and technical approach with project management and work schedule. A payment bond and irrevocable letter of credit are required; bid bonds are not required. Evaluation uses comparative analysis based on past performance, relevant experience, technical approach, and price. Quotations are submitted to tony.bernard@usda.gov. Amendment #1 extended the due date and added Questions and Answers.
