Combined Synopsis/Solicitation 1240BJ26Q0018 Request for Quotation (RFQ) for Boulder
Grazing Complex Fence Projects
1. Is this a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
ANS: Yes, this is a brand new contract.
2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
ANS: Yes, this is a brand-new contract.
3. The solicitation includes Attachment 9 – Bid Bond Form (SF24); however, FAR 52.228-
1 (Bid Guarantee) and FAR 52.228-15 (Performance and Payment Bonds—Construction) do not appear to be included as applicable provisions within the solicitation. Could you please confirm whether a bid bond, performance bond, and/or payment bond will be required for this procurement?
ANS: Bid bond is not required. The following is required Payment bond and an irrevocable letter of credit.
4. Could you also please confirm the project's place of performance (city/county/state)? The solicitation references the Boulder Grazing Complex, Bulldog Grazing Allotment, and
Snowcap Grazing Allotment, but we were unable to locate a specific place of performance in the solicitation documents
ANS: The project work is located approximately 16 to 20 miles northwest of Kettle
Falls, WA. The projects resides within Ferry County.
5. Whether the Forest Service will mark the live trees 6 inches DBH or greater, or whether the contractor is responsible for identifying/measuring them.
ANS: The contractor will be responsible for marking which trees are 6 inches at
DBH.
6. How much of the 6,600 LF is existing fence replacement versus entirely new alignment.
ANS: 3,960 feet would be replacement of existing fence that was damaged by fire and the other 2,600 feet of fence would be new construction.
7. Whether the existing fence corridors are already partially open.
ANS: 2,600 of the total amounts of fence length would be open canopy due to recent timber harvest work and the other portion of fence consisting of 3,960 would be closed canopy.
8. How many perennial stream crossings there are.
ANS: It crosses 3 perennial streams.
9. How many draw crossings there are.
ANS: Fence lines cross through at least 3 draws with the topography of the landscape.
10. What percentage is steep side slope.
ANS: Approximately 0 to 20 Slopes. Terrain is manageable for fence construction.
11. What percentage is rocky ground requiring figure-4s, rock cribs, or rock jacks.
ANS: Fencing project should not require any rock cribs and/or rock jacks. Soil profile should be conducive to setting posts and deep soil. Some rock in locations, but not large rock outcroppings.
12. How much dead timber is present.
ANS: Yes, some dead timber is present. Two of the fence lines are in locations of previous wildfire. Can’t provide an exact % of dead timber. 2,640 of the fencing project is 70% open approximately.
13. Whether trees outside the 6-foot clearing offset that lean toward the fence line would be considered additional work or included in the current scope.
ANS: Not required for removal outside of the 6-foot clearing offset.
