About this opportunity

The Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground is seeking a Women-Owned Small Business (WOSB) contractor to provide bottled water and water dispenser services. The solicitation (W56ZTN25R0002) requires delivery of multiple water bottle sizes, including 1-gallon (280 cases), 0.5-liter (504 cases), and 5-gallon bottles (3,600 monthly units), along with rental and maintenance of 60 water dispensers monthly. The contract will be awarded to the lowest-priced offer, evaluated without discussions, with contractors required to submit pricing for each Contract Line Item Number (CLIN). Potential offerors must submit proposals by March 26, 2025, at 10:00 AM, with questions accepted via email until March 24, 2025, at 11:00 AM. The evaluation will focus on compliance with specifications and competitive pricing, with explicit instructions that Crystal Springs brand water will not be acceptable.

The contract is a 100% small business set-aside specifically for Women-Owned Small Businesses, targeting bottled water manufacturing within NAICS category 312112. The contract period spans five years, from March 24, 2025, to September 23, 2030, with a potential six-month extension option. Delivery locations are primarily at Aberdeen Proving Ground and Adelphi Laboratory Center in Maryland, with services to be performed at buildings E5185 and Adelphi Laboratory Center. Contractors must comply with specific delivery requirements, including operating between 0700-1600 hours, obtaining necessary visitor passes, and meeting Defense Health Agency Public Health accreditation standards. While specific contract value was not explicitly stated, the comprehensive water service requirements suggest a substantial ongoing procurement with multiple delivery and service components. Contractors must also demonstrate capability to maintain a minimum reserve of 140 cases of 1-gallon bottles and manage water cooler rentals with company-marked equipment.
