About this opportunity

The Department of the Interior National Park Service Northeast Region seeks replacement of fiber optic backbone cabling at Boston National Historic Park's Charlestown Navy Yard, with quotations due August 27, 2026, at 1:00 PM EDT. This is a total small business set-aside under full and open competition.

Place of performance is Charlestown, Massachusetts, at 1st Ave & 3rd St, Boston, MA 02129. The work entails installing two 24-strand OS2 singlemode fiber cables on each of two backbone routes—one primary route connecting the Marine Barracks telecommunications room to Building 109 and one secondary redundant route through Building 5—through existing underground conduit. Cable must meet outside-plant ratings compliant with ANSI/TIA758 and ICEA standards, feature dielectric construction suitable for wet and underground environments, and maintain minimum bend radius of 10 times cable outside diameter under no-load conditions and 20 times under pulling load. The contractor must complete work within 120 calendar days from Notice to Proceed and shall submit detailed submittals including fiber and patch panel specifications, telecommunications labeling compliant with ANSI/TIA606B, OTDR testing plans with calibration records, and as-built documentation in georeferenced AutoCAD DWG format using NAD83 Massachusetts State Plane Mainland coordinates. All seven phases include mobilization, conduit verification, cable installation with LC connectors and fusion splicing, Tier 2 OTDR testing on all strands, network cutover coordination with park IT staff, and digital as-built delivery. Work occurs Monday through Friday, 8:00 AM to 5:00 PM, and ground disturbance requiring conduit repair must be coordinated with NPS archaeologists.

NAICS code is 517111, Wired Telecommunications Carriers; PSC code is Z2NZ. Service Contract Act wage determination WD 2015-4047 (Revision 34, effective June 25, 2026) applies to service contract employees in Essex, Middlesex, Norfolk, Plymouth, and Suffolk counties, with prevailing wage and fringe benefits as specified in that determination. The contract incorporates subcontracting limitations and requires electronic invoicing through the Department of Treasury's Invoice Processing Platform.

Evaluation weighs Technical Approach (methods, schedule, work plan demonstrating ability to meet specifications), Past Performance (minimum three but no more than five examples of similar projects with at least five years of experience, including project descriptions, contract values, problems and resolutions, and owner contact information), and Price (evaluated for realism and reasonableness). All evaluation factors other than price are approximately equal in importance to price when combined. An organized site visit was held August 6, 2026; RFIs 1–17 were incorporated via Amendment 0002, posted August 21, 2026, which offerors must acknowledge by the quote deadline.
