This Sources Sought Notice and Request for Information aims to gather industry input during the early acquisition planning phase for comprehensive maintenance services, including preventative maintenance, corrective maintenance, and system operability testing, along with rapid response capabilities to system failures and anomalies. Key requirements include on-site response within 6 hours for total system failures and within 24 hours for routine issues, as well as compliance with strict security protocols including background investigations and mandatory annual cybersecurity training. Respondents must demonstrate Bosch certification and capability to ensure system connectivity with the Department of Homeland Security MEGA Center. The deadline for submitting responses to the Request for Information and Draft Performance Work Statement is November 4, 2025, with responses required to be submitted as PDF attachments to Contract Specialist John Overstake at john.overstake@va.gov.
This procurement does not utilize a set-aside designation, though the government has indicated it will prioritize small business concerns, particularly those owned by veterans with service-connected disabilities, and may determine a partial or total small business set-aside during market research. No incumbent contractor is identified in the notice. The contract will be structured as a single-award, firm-fixed-price Indefinite Delivery-Indefinite Quantity (IDIQ) agreement with a base year and four option years, not to exceed five years total, though no specific award value or budget range is disclosed in the pre-solicitation materials. The applicable NAICS code is 561621 for Security Systems Services, with a small business size standard of $25 million in average annual receipts. The government has emphasized compelling urgency in initiating this competitive procurement action to maintain reliable and functional intrusion alarm system services at the Golden, Colorado facility.
