DLS BOSCH INTRUTION ALARM SYSTEM SERVICE

REQUIREMENT NUMBER F368299-25-000019

STATEMENT OF NEED: This document is issued as a combination Request for Information (RFI) and a Sources Sought Notice in conjunction with other on-going market research actions for early industry engagement and input on the VA’s requirement for contractor supported services of the Bosch Intrusion Alarm System (Model B8512G) installed in the DLS facility in Golden, CO. The VA’s DLS facility is located at 555 Corporate Circle, Golden, Colorado, 80401. The Government intends to issue single award contract for the DLS Bosch Intrusion Alarm System services at a future date. The VA DLS facilities staff and the Contracting Team at the VA’s Commodities and Services Acquisition Service (CSAS) are in the initial acquisition planning phase of the procurement of contractor supported services to ensure that the DLS facility has a reliable and functional intrusion alarm system through the delivery of diligent contractor supported services, which provides the full spectrum of required maintenance services (e.g., preventative maintenance activities, corrective maintenance activities, and system operability testing actions), that are accompanied by a rapid and efficient contractor support response to system failures and anomalies in the alarm system operation.

COMMERCIALITY DETERMINATION: The types of services included in this requirement are readily available services offered in the commercial market, these services are widely sold for applications other than the Government’s needs. All the various types of services in this requirement fit the definition of commercial services as set forth at Federal Acquisition Regulation (FAR) 2.101.

PROCUREMENT CLASSIFICATION: The primary North American Industry Classification System (NAICS) Code for this requirement is 561621 - Security Systems Services (Except Locksmiths). The size standard for NAICS Code 561621 (Security Systems Services, except Locksmiths) is $25 million in average annual receipts for the preceding five fiscal years. This standard is used by the Small Business Administration (SBA) to determine eligibility for government contracting programs and other small business programs.

The Product and Service Code (PSC) for this requirement is PCS Code: 6350 - Miscellaneous Alarm, Signal, And Security Detection Systems. PSC 6350 encompasses miscellaneous alarm, signal, and security detection systems, covering a wide range of sophisticated security technologies and solutions. These systems include intrusion detection equipment, access control mechanisms, closed-circuit television (CCTV) surveillance systems, fire alarm panels, emergency notification systems, and specialized security monitoring technologies. The products and services under this category are designed to provide comprehensive physical security infrastructure for federal facilities, military bases, research centers, and critical infrastructure installations.

ACQUISITION STRATEGY: As a result of this RFI, the VA’s DLS staff and the CSAS contracting team may conduct a full and open competitive procurement and subsequently award a contract. Your responses to this RFI will assist the Government in determining the appropriate acquisition method, including whether a partial or a total small business set-aside is possible.

CONTRACT TYPE: Pursuant to the procurement restrictions as set forth at the Federal Acquisition Regulation (FAR) 12.207(a), except as provided in paragraph (b) of this section, agencies shall use firm-fixed-price (FFP) contracts or fixed-price contracts with economic price adjustment for the acquisition of commercial products or commercial services. As set forth at FAR 12.207(b), no exceptions to the requirement of a FFP contract type applies to this requirement. In accordance with (IAW) FAR 16.103(b), A FFP contract, which best utilizes the basic profit motive of a business enterprise, shall be used when the risk involved is minimal or can be predicted with an acceptable degree of certainty. It is not anticipated that the contractor(s) proposing to a posted solicitation for this requirement would incur any undue risks during contract performance due to unforeseeable increases in labor costs in this mature industry. An FFP contract provides for a fixed price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. The FFP contract type places upon the performing contractor the maximum amount of risk and full responsibility for controlling all incurred costs experienced in the performing of the contract and the resulting profit or loss realized in the performing of the contract. The FFP contract type provides the maximum incentive for the contractor to control their incurred costs and perform effectively and efficiently. Additionally, the FFP contract type imposes the minimum contract administrative burden upon the Government. The Government intends to utilize the Indefinite Delivery - Indefinite Quantity (IDIQ) contract type IAW FAR 12.207(c)(1)(i), which states; Indefinite Delivery - Indefinite Quantity (IDIQ) contracts (see FAR Subpart 16.5) may be used to acquire commercial supplies and/or services when the exact times of performance and/or exact quantities of future deliveries of services are not known at the time of contract award.

The Government intends to utilize the IDIQ contract type IAW FAR 16.504(b), which states; Contracting Officers may use an Indefinite Quantity contract when the Government cannot predetermine, above a specified minimum, the precise quantities of supplies or services that the Government will require during the contract period of performance, and it is inadvisable for the Government to commit itself for more than a minimum quantity of performance. Quantity limits may be stated as number of units or as dollar values. The Contracting Officer should use an IDIQ contract type only when a recurring need is anticipated and when the prices are established based on a firm-fixed-price or fixed-price with economic price adjustment.

PERIODS OF PERFORMANCE: The Government anticipates a period of performance including a Base Year period of performance with four (4) Option Year periods of performance for a total contract life span that shall not exceed five (5) years, if all Option periods of performance are exercised.

PLACE OF PERFORMANCE: The tasks of this effort shall be performed at the following Government facility:

DLS Main Warehouse 555 Corporate Cir.

Golden, CO 80401
