Upon award, the contractor shall execute a comprehensive benchmarking survey, establish on-site operator training within the first month, and deliver a Program Administration Manual covering treatment protocols, maintenance procedures, product data sheets, safety information, and laboratory protocols. Performance period is 12 months. All travel costs are included in the proposal. Personnel must hold valid government-issued identification and comply with federal law and Coast Guard security protocols; valid vehicle registration and insurance are required for facility access.
An organized site visit is scheduled for August 25, 2026 at 11:00 AM; interested vendors must submit a completed Base Access Form by August 21 to attend.
