Initial Setup and Ongoing Operations: Upon contract award, the contractor shall conduct a comprehensive benchmarking survey with full documentation of initial findings, water analysis, and deficiencies. On-site operator training must be established within the first month. Monthly service visits include pre-scheduled appointments, equipment inspections, control system calibrations, operator log sheet reviews, field water analysis, and electronic/written service reports. The contractor must provide a Program Administration Manual covering treatment program outlines, maintenance procedures, product data sheets, safety information, training materials, and laboratory protocols. Additional deliverables include initial and continual operator training (seasonal and annual), annual program reviews, in-house laboratory services for water and deposit analysis, and regular visual equipment inspections of tanks, towers, boilers, chillers, and heat exchange surfaces. All travel costs are included in the contractor's proposal, and work completion will be monitored and accepted by Coast Guard Technical POC Mr. Julio Leto. Security requirements mandate compliance with federal laws and Coast Guard security protocols, including valid vehicle registration, insurance, and government-issued identification for all personnel and passengers accessing the facility.

STATEMENT OF WORK

BOILER WATER TREATMENT AND SERVICE (1) ONE YEAR

CONTRACT

1. General

The intent of this Statement of Work (SOW) is to have the Contractor provide all labor, materials, equipment, and supervision necessary to maintain our boiler’s water side efficiency, reduce utility expense, and protect equipment from scale, corrosion, and biological fouling, provide operator training and program implementation, and periodic improvement reviews. The boilers are located on Coast Guard Island, #1 Eagle Rd Alameda CA 94501.

2. Security Requirements Coast Guard Island (CGI) is a United States government facility. All personnel accessing CGI are subject to all United States federal laws and are subject to personal and vehicles identification or search to ensure compliance with United States Coast Guard security and CGI facility safety requirements. Vehicles must have valid registration and insurance. All vehicle operators must a have valid driver license, passengers must pose a valid government issued I.D.

4. Description of Work to be performed:

Monthly service visits during operation the contractor shall also include but not necessarily limited to the following tasks.

4.1 Service & General Inclusions

4.2 Product Inclusions

4.3 System Inclusions

4.4 With The first service scheduled. A complete benchmarking survey will be conducted which will be documented in a full report to the client. The survey will outline, initial findings, water analysis, and notable deficiencies.

If feasible, remaining treatments will be utilized, before new treatments are put online.

On-site operator training will be set up within the first month of provider change

4.5 Service Plan: Includes on-site visits to the facility and planned evaluation of the treatment systems. At visit, the following action items are completed to maintain system parameters within control targets.

Pre-scheduled service visit with facility management staff as directed.

Sign in and out when arriving and leaving the site.

Inspect control equipment for confirmation of program compliance.

Review/calibration of operator testing equipment.

Inventory management Check-in and out with the site management team to keep abreast of current needs.

Site equipment inspections, control system calibrations and adjustments to ensure protection per control ranges and maximize water usage.

Review of operator log sheets/review operator testing and responsibilities Field water analysis of systems to validate proper operation and control.

Completion of an electronic and/or written field service report

As part of the program, Vender will provide as-needed/complimentary troubleshooting or call-out visits in between regularly scheduled service visits to account for potential program disruptions.

5. Program Administration Manual (PAM): The PAM will include general guidelines and standards for day to-day operations. Included in the PAM will be the following:

Treatment program outline, including engineer responsibilities.

Management team and contacts

General maintenance and control testing procedures and instructions

In-plant logs and Service Reports

Data sheets for each product

Safety information such as emergency response procedures and Safety Data Sheets

(SDS)

Operator training data sheets and formal training outlines

Laboratory analysis and reports

6. Training:

Initial and Continual Operator Training:

Initially, Vender will conduct a startup, on-site training seminar focusing on safety, the facility’s customized program, and operator testing and responsibilities.

Training should always be available upon request at no additional cost.

Including seasonal and annual training regardless of perceived necessity.

7. Annual Program Reviews:

Include but not limited to, review the year’s program, including treatment results, discuss disruptions or discrepancies, and review completed improvements and set future program goals.

8. As Needed In-House Laboratory Services:

When necessary, full laboratory analysis will be run on water and deposit samples to help diagnose potential issues, ensure water quality, or corroboration of field results.

This may include biological profiles, deposit analysis (if any), UV Digestion for inhibitors, etc.

9. Visual Equipment Inspection & Evaluation:

Regular visual inspection of equipment (tanks, towers, boilers, chillers, heat exchange surfaces, and compressors) when accessible. Coordinated inspection to identify any issues before they become costly problems. Identifiable problems include scale, erosion, corrosion, foaming, or biological. If necessary, upon inspection, sample collection, picture documentation, or corrective actions may be initiated in a written evaluation.

10 Coast Guard Furnished Information

10.1 Coast Guard Base Alameda Boiler List: see item 4.3

10.2 Facility staff to notify and allow access to Vender’s personnel when inspection of equipment is possible during regularly scheduled mechanical maintenance.

13 Travel Requirements

13.1 All costs associated with travel to complete this task are included within the Contractor’s proposal.

14 Data Deliverables

14.1 If the Contractor discovers any repair/issues that are outside the parameters of this SOW they are to address them immediately with Contracting Officer who will make a determination on how to proceed.

14.2 The contractor shall complete all work as outlined in this SOW.

15 Acceptance Plan

15.1 Completion of work under this contract will be monitored and accepted by Coast Guard Technical POC’s Mr. Julio Leto
