About this opportunity
The Department of the Air Force Global Strike Command is seeking boiler maintenance services for Minot Air Force Base in North Dakota through this Request for Information (RFI). The contractor will be responsible for comprehensive management, maintenance, repair, and installation of boilers and water heaters across 72 facilities on the base, including preventive maintenance inspections at multiple intervals, corrective maintenance, and emergency response capabilities. Key qualifications include possession of all necessary state and federal licenses for boiler inspection, repair, and installation, along with the ability to respond to boiler failures within two hours during freezing temperatures and within 48 hours during heating season. The government will evaluate contractor performance using monthly inspection ratings across five tiers (Exceptional, Very Good, Satisfactory, Marginal, and Unsatisfactory), with two consecutive or non-consecutive months below performance thresholds potentially triggering corrective action from the Contracting Officer. Responses to this RFI must be submitted by 4:00 PM Central Standard Time on May 21, 2026, though this notice is for information-gathering purposes only and does not constitute a commitment to award a contract.
This opportunity is designated as a Total Small Business set-aside, limiting competition to qualified small business contractors. The contract involves maintenance of approximately 94 to 95 existing boilers with provisions for installing up to 12 new boiler units per year (not exceeding two every 30 days), with the government providing the new boiler units themselves. The contractor must maintain 98% operational availability of the boiler fleet during the heating season and achieve 100% compliance with all state, local, and Department of Defense safety and environmental inspections on first commissioning. Installation and removal work must occur during the non-heating season from June 1 through October 31, with the heating season running from October 1 through June 1. The contractor must also assume warranty maintenance of newly installed boilers for one year from the completion date of installation. No specific contract value or budget range is disclosed in this pre-solicitation notice.
