About this opportunity
The U.S. Army Materiel Command Army Contracting Command is procuring comprehensive body armor and law enforcement equipment for Special Agents through solicitation W912CL-25-Q-0013. The procurement includes 15 sets of personal protective equipment and tactical gear, including NIJ Level IIIA-rated concealable soft armor vests, tactical ballistic high-cut helmets, ballistic eyeglasses, holsters for Sig Sauer P320 pistols, handcuffs, rechargeable flashlights, tactical patrol bags, and portable pistol safes. All equipment must meet or exceed National Institute of Justice standards as specified in the detailed product descriptions. The government will evaluate quotations based on delivery schedule (with early delivery preferred), technical acceptability, warranty coverage, and price, with non-price factors considered significantly more important than price. Quotations are due by 0800 AM CDT on August 27, 2025, with a required delivery date of October 17, 2025, though the solicitation has undergone multiple updates including revised product lists and Q&A responses.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business concerns only. No incumbent contractors are identified in the solicitation materials. The contract requires delivery of exactly 15 units of each equipment type, with body armor and helmets distributed across three sizes (5 Medium, 5 Large, 5 Extra Large) and holsters configured for both right-handed (12) and left-handed (3) personnel. All equipment will be delivered to Joint Base Fort Sam Houston, Texas 78234, with early delivery acceptable and preferred over the required October 17, 2025 deadline. The solicitation follows simplified acquisition procedures under FAR Part 13 and includes specific warranty requirements with industry-standard coverage beginning upon government acceptance.
