This is an information-gathering exercise only; no contract will be awarded from RFI responses, which are not offers and cannot form binding contracts.
The requirement covers BioMed/Biosafety/Equipment Inventory and Accountability support services for military medical research with emphasis on material management related to the NMRC mission. Performance is on-site at NMRC Biological Defense Research Directorate Command-Frederick, 8400 Research Plaza, Fort Detrick, Maryland, Monday through Friday, 8 hours daily between 6 AM and 6 PM, with limited ad hoc telework authorization.
The anticipated award vehicle is a non-personal firm fixed price contract. The potential period of performance spans thirty months: a twelve-month base period beginning September 8, 2026, one twelve-month option year, and a six-month extension option. The contract value will not exceed the Simplified Acquisition Threshold.
The contractor must staff one full-time equivalent position (1,920 hours annually) with a Senior Biomedical and Equipment Inventory/Accountability Technician holding BMET certification, APO Workshop completion, and SECRET clearance eligibility (T3/SF86). The position requires military medical research enterprise experience. Key responsibilities include equipment maintenance oversight, inventory and accountability management, scheduled maintenance program support, electrical safety inspections, DMLSS database maintenance, warranty monitoring, and equipment disposition coordination. The contractor must comply with NAVMED P-5132 standards and BUMED Logistics Guidance and perform occupational health surveys (Formaldehyde, Annual Health Screen, Animal Associated Disease, and TB Screening) within 14 days of each performance period start.
Responses must be submitted via email to Shamai Carter at shamai.m.carter.civ@health.mil by 10:00 AM EDT on August 17, 2026, and must include a cover letter, capabilities statement, responsibility confirmation per FAR 9.104-1, SAM.gov registration verification, and preliminary cost estimate.
