Performance Work Statement (PWS)
NAVAL MEDICAL RESEARCH COMMAND (NMRC)
(BIOMEDICAL/EQUIPMENT MANAGER II)
INFRASTRUCTURE RESEARCH SUPPORT SERVICES
GENERAL INFORMATION
1.0 Background and Purpose: NMRC’s mission is to conduct research, development, tests and evaluations to enhance the health, safety and readiness of Navy and Marine Corps personnel in the effective performance of peace time and contingency missions and to perform other functions as directed by higher authority. NMRC is also in support of and receives guidance from the Bureau of Medicine and Surgery (BUMED). NMRC includes the command NMRC and 1 satellite location Biological Defense Research Directorate (BDRD). This requirement does not preempt subordinate commands augmenting this requirement with their own support.
The specific mission functions include:
1. Maintaining program of basic Biomedical Research in areas of military importance to develop knowledge in anticipation of future requirements.
2. Able to provide a knowledgeable assessment for the application of new biomedical operational concerns and requirements from a Scientific Research standpoint.
3. Providing biomedical capabilities regarding research equipment to support field laboratories, naval hospitals, naval activities, and other navy affiliated agencies upon request, in solving problems beyond their capabilities.
4. Providing or undertaking other appropriate functions as authorized or directed by higher authority.
5. Providing services that may be of an administrative or financial nature that are in support of, but are incidental to, the primary research and development effort.
6. Providing service and support to NMRC BDRD-Fort Detrick MD (100%).
This is a non-personal firm fixed price (FFP) contract. The Contractor employee performing services under this contract will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that the employee properly comply with the performance standards outlined in this PWS. The Contractor employee may at times have to perform their duties independent of, and without the supervision of any Government official or other Defense Contractor.
The tasks, duties, and responsibilities set forth in this PWS may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts
7.5 and 37.1 of the FAR. The Government will control access to Government facilities when applicable and will perform the inspection and acceptance of the completed work.
2.0 Scope: This acquisition will provide BioMed/Biosafety/Equipment Inventory and Accountability support services for military medical research, specifically with Material Management on matters related to the NMRC mission. NMRC currently has a backlog in maintenance of equipment and routine equipment inventory and accountability functions due to having only one Military BMET performing required duties.
This backlog in equipment maintenance and routine shipping and receiving functions was determined during the most recent MEDIG audit. To close this finding and prevent further backlog situations NMRC is requesting additional support, preferably on a base plus multiple option-year purchase order, not to exceed the Simplified Acquisition Threshold.
