About this opportunity
The Department of Agriculture Forest Service seeks commercial forestry services for post-fire fuels reduction and forest health work through a Request for Quotation (RFQ) issued under the R5 Pacific Southwest Stewardship Blanket Purchase Agreement, with proposals due August 12, 2026. Only current BPA holders are eligible; quotes from non-BPA vendors will be rejected without evaluation. This is a Total Small Business set-aside.
Place of performance is Ramona, California, spanning three sites on Cleveland National Forest lands in Orange County: El Cariso/Los Pinos Admin sites (2 acres), Blue Jay Campground (24 acres), and Falcon Group Campground (6 acres). Work encompasses cutting and decking of approximately 824 individual dead trees, primarily less than 12 inches diameter at breast height, using hand chainsaws and low ground pressure rubber-tired or tracked equipment for transport to designated decking locations. The mandatory work item covers 32 acres of cutting and decking at unit pricing. Optional work items include softwood log removal (16 CCF), hardwood chipping (102 CCF), additional dead or hazardous tree cutting (undetermined quantities), and recreation site vegetation treatments (51 acres). Performance runs September 7, 2026 through April 30, 2027, with work commencing within 10 calendar days of Notice to Proceed.
The Forest Service executes this procurement under stewardship contracting authority (16 USC 6591c). Payment combines stewardship credits and appropriated funds; Timber Subject to Agreement removal carries a minimum acceptable offer of $0.25 per CCF. Prevailing wage rates apply under Service Contract Act Wage Determination No. 1977-0727 (Revision 80), with rates ranging from $17.71 to $43.23 per hour plus fringe benefits. Evaluation criteria include technical approach, community benefit (local hiring and procurement within 50–100 miles of Cleveland National Forest), relevant past performance on similar projects within three years, and cost. Offerors must hold pricing firm for 90 calendar days. A mandatory site visit occurred July 31, 2026. Amendment 001 (August 5, 2026) shared site visit attendees and Q&A; the response due date remains unchanged. NAICS code is 113310 (Logging).
