About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and accompanying site visit Q&A for the Blue Jay-Falcon Post Fire Fuels Reductions and Forest Health project. The solicitation number is 12363N26Q4196, issued by the USDA Forest Service Stewardship Contracting Branch on July 14, 2026. The amendment (Amendment 0001, effective July 14, 2026) establishes a performance period of September 7, 2026 through April 30, 2027 for awarded items, with the response due date and time remaining unchanged from the original solicitation. The contract is administered under a BPA Call Quote structure (12363N26F4196), with Andrew Weinhart serving as the Contracting Officer's Representative.

The project requires post-fire fuels reduction and forest health activities at the Ortega Highway/Long Canyon Road location in California. Key requirements include providing shapefiles of project areas and large tree locations (greater than 12 inches diameter breast height) post-award; completing work activities between sunrise and sunset with potential Sunday and federal holiday work by COR agreement; disposing of forest products in accordance with contract stipulations, including chipping oak species prior to removal; applying Cellu-treat to live and recently dead conifer stumps and obtaining County Agricultural Commissioner permitting; installing stream crossings on ephemeral or unclassified channels with prior agreement on location and materials; and following solicitation guidance for proposing alternative work methods. Five contractors were identified as attendees at the July 31, 2026 site visit: Gruett Tree, Pacific Weed, LTC Forestry Inc, West Coast Arborists, and Great Scott Tree Care.
