This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Quotation (RFQ) No. 45310023Q0020, and is in accordance with Federal Acquisition Regulation (FAR) Part 12.6, Acquisition of Commercial Items. This announcement is considered an unrestricted procurement. The North American Industry Classification System (NAICS) Code for this requirement is 51929. Quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2023-02, effective May 26, 2023. The Equal Employment Opportunity Commission (EEOC) contemplates the award of a Firm-Fixed Price type on a sole source basis for a Bloomberg Legal Database Subscription Services.

Telephone inquiries or responses are not acceptable. The deadline for submission of questions regarding 45310023Q0020 is Tuesday, June 6, 2023 at 12:00pm. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. All responsible sources may submit a quotation which shall be considered by the EEOC. The quoter must be able to meet the technical requirements as stated in the RFQ.  Once the quotes have been determined to be technically acceptable, the award will be based on lowest price.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).  FAR Clause 52.217-8, Option to Extend Services, The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days.  FAR Clause 52.217-9, Option to Extend the Term of the Contract, (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b)  If the Government exercises this option, the extended contract shall be considered to include this option clause.
