Product Description Bloomberg Legal Database Subscription Services
I. Introduction
The Equal Employment Opportunity Commission (EEOC), Office of Enterprise Data and Analytics (OEDA) Library and Information Services Team (LIST) has a requirement for an annual subscription to the Bloomberg legal database (hereafter Bloomberg Law) provided by and proprietary to Bloomberg BNA. LIST requires Bloomberg Law for its labor and employment treatises and news sources, which includes exclusive content essential to EEOC staff in support of the EEOC’s mission.
Bloomberg Law is used by EEOC staff in the Offices of the Chair and Commissioners, Office of Legal Counsel, Office of General Counsel, Office of Communications & Legislative Affairs and the EEOC Library to conduct legal research and inform agency policy. Well-established legal treatises such as Employment Discrimination Law, by Barbara Lindemann and Paul Grossman, and Workplace Harassment Law are available only on Bloomberg Law. Other notable sources exclusive to Bloomberg Law include EEOC Litigation & Charge Resolution, Age Discrimination in Employment Law and the Bloomberg version of the EEOC Compliance Manual, with its in-depth index and commentary. Finally, the Bloomberg Daily Labor Report is a critical current awareness resource as it provides reliable, analytical coverage of important legislation, court decisions, regulatory actions, administrative rulings, and trending news related to labor and employment.
II. Period of Performance
The period of performance shall include a 12-month base period from August 1, 2023 to July 31, 2024 and four 12-month option periods.

IV. Section 508 Compliance
A. The contractor shall provide documentation that its product is compliant with the Revised Section 508 requirements of the Rehabilitation Act of 1973 and W3C World Wide Web Consortium Web Content Accessibility Guidelines WCAG Level AA.
B. This requirement shall be met via the submission of an Accessibility Conformance Report (ACR) prepared using the Voluntary Product Accessibility Template® (VPAT®), Version 2.4 Revised, March 2022 located at https://www.itic.org/policy/accessibility/vpat.
