About this opportunity
The Bureau of Land Management Idaho Region seeks quotations for lop and scatter tree treatment services on approximately 1,026 acres in the Wassuk Mountains, Nevada, with quotes due July 6, 2026 at 9:00 a.m. Mountain Daylight Time. This is a total small business set-aside acquisition under NAICS 115310 (Support Activities for Forestry) with a $34.0 million size standard. The resulting award will be a firm-fixed-price purchase order for commercial services.
Work comprises cutting pinyon and juniper trees smaller than 24 inches in diameter at ground level across two treatment units: Baldwin Canyon Unit (317 acres, elevations 7,000–8,400 feet) and Baldwin Highlands Unit (709 acres, elevations 8,300–9,400 feet) in the Wassuk Mountains west of Hawthorne, Nevada. The primary objective is to improve sage-grouse habitat and reduce wildfire intensity through woodland density reduction. Contractors must cut stumps to less than 4 inches height with no material protruding higher than 18 inches above ground, maintain approximately 100-foot spacing between retained mature tree canopies in Baldwin Canyon, and restrict work to existing roads. Performance period runs September 15, 2026 through February 28, 2027. The contractor must provide all tools, materials, equipment, and labor; carry a $1,000,000 general liability insurance policy naming the State of Nevada as additional insured; and comply with wage determination 1969-0113 Rev 81, which establishes prevailing rates for forestry occupations ranging from $13.75 to $25.28 per hour plus fringe benefits.
Evaluation will apply comparative judgment (not formal scoring) weighing technical capability (5-page narrative addressing project understanding, management approach, safety, and schedule), relevant experience (minimum two jobs completed or ongoing within the past five years as prime or sub-contractor), and price. Quoters must submit UEI, CAGE code, and register in SAM. Amendment 0002 (June 29, 2026) added Questions and Answers clarifying that the 24-inch diameter threshold applies to individual tree stems, and that contractors are not responsible for pre-existing downed material; the 10-foot roadway buffer debris requirement applies only to material the contractor cuts.
