About this opportunity

The Bureau of Land Management (BLM) Utah Region is soliciting quotes for stream and wetland meadow restoration services in Rich County, Utah. The solicitation encompasses two primary projects: implementing Low-Tech Process Based Restoration (LTPBR) along approximately 2 miles of BLM-administered streams and utilizing Zeedyke techniques to reduce erosion and improve watershed function. Contractors must provide stakeholder training, conduct condition assessments, develop restoration plans, and implement hand-built restoration structures like Beaver Dam Analogues and rock structures. The evaluation will use a tiered approach prioritizing Indian Small Business Economic Enterprises (ISBEE), then Small Disadvantaged Businesses (SDB), with key personnel, technical approach, and schedule being more important than price. Questions are due by December 20, 2024 at 1:00 PM MDT, with final quotes required by January 3, 2025 at 3:00 PM MDT.

The solicitation is set aside exclusively for small businesses under NAICS code 541620 with a $19 million size standard. The contract period of performance runs from January 10, 2025 to January 9, 2027, with base tasks including training up to 30 students in restoration techniques during July and August 2025. Contractors will construct between 25-75 restoration structures using only hand tools and natural materials, with optional tasks potentially extending project implementation through December 2028. The work will be performed in Rich County, Utah, specifically targeting approximately 171,405 acres of public lands in the Upper Bear River area. Successful vendors must be registered in the System for Award Management (SAM) and possess formal education in natural resources, hydrology, or a related field, with demonstrable experience in low-tech process-based restoration design and riverscape health principles.
