About this opportunity

The Bureau of Land Management Colorado Region, Grand Junction Field Office is soliciting quotations for the installation of automatic gates and relocation of a pedestrian gate at its facility in Grand Junction, Colorado. The project requires replacement of one existing automotive gate, installation of a new automotive gate at an alternate location, and relocation of a 42-inch pedestrian walk-in gate to a new fence line. All gates must be compatible with the existing Gallagher Security System controller and pedestal-mounted T-21 PIV card reader listed on the FIPS 201 Approved Products List, and work must comply with specified Unified Facilities Criteria and BLM security standards. The evaluation will be conducted using a comparative analysis of quotations with Past Performance weighted as the most important factor, Technical merit as the second most important, and Price as the least important factor. Quotations are due March 20, 2026 by 5:00 PM local time, with a site visit having been conducted on March 6, 2026. The Government has issued Amendment 0001 on March 12, 2026, adding vendor Q&A and a site visit roster to the solicitation with no changes to terms and conditions.

This is a Total Small Business Set-Aside for NAICS 238990 (All Other Specialty Trade Contractors) with a $19 million size standard, procured under Simplified Acquisition Procedures (Part 13) and Construction regulations (Part 36). The contract type is Firm Fixed Price with a base performance period from April 1, 2026 through May 15, 2026, followed by five one-year option periods extending through May 14, 2031, providing for both installation and ongoing annual maintenance services. Quotations must include separate pricing for labor, materials, trenching, and electrical work, along with a work plan, quality control and safety plans, key personnel resumes, and past performance references from construction security projects completed within the past three to five years. Davis-Bacon Act wage standards apply for Mesa County, Colorado, and Buy American requirements govern construction materials used on the project. Work will be performed at the BLM-CO Upper Colorado River Interagency office at 2815 H Road, Grand Junction, Colorado 81506, during regular business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, with payment processed through the Invoice Processing Platform with 14-day prompt payment terms.
