About this file

This document is a Questions and Answers (Q&A) clarification file for a Bureau of Land Management (BLM) gate installation and maintenance project. The Q&A addresses vendor inquiries regarding scope, specifications, and requirements for gate work at a BLM facility.

Key project requirements include: the West Gate (Location A) should remain on the right side opening toward the east without power relocation; a Gallagher reader must be installed at the Northwest Opening; the existing 42-inch by 6-foot Back South Walk Gate should be reused in concrete, with vendors providing separate price estimates for reuse and new installation; annual maintenance quotes must include all labor, materials, and replacement parts in a comprehensive price; and an additional pedestrian walkway gate between the Service Lot and Employee Parking Lot is excluded from scope as a future consideration only. Regarding optional tasks, vendors may remove existing underground detection loops and replace them with wireless options compliant with BLM/DOI security requirements. The BLM is open to reusing existing gate parts, including an ex-Aluminum Cantilever gate, provided they are working and reliable after installation. Additional specifications clarify that the only gate requiring relocation is the 42-inch pedestrian gate installed in concrete; the existing tilt-a-way gate measures 25 feet wide by 7 feet tall in chain-link with 3 strands of barb wire; and the optional automated gate location opening measures 20 feet wide by 7 feet tall. The gap left from the relocated walk gate will be filled with chain-link fencing to match the existing installation.

Q: Location A / West Gate:

During the site visit, we noted that the power is currently on the right side of the inside drive. We were previously informed that the new gate may need to be moved to the left side of the drive.

- Can you confirm whether BLM intends to relocate the gate to the left side?

- If so, the existing power will need to be moved—please confirm whether this is desired.

- Alternatively, would you prefer to keep the new gate on the right side, opening toward the east as it did prior to the Ideal gate installation? Not relocating power would reduce project cost.

A: The BLM does not intend to relocate the gate to the left side. The gate should open toward the east as it does currently.

Q: Northwest Opening – Gallagher Reader:

Is there already a Gallagher reader installed at this location?

A: No. A Gallagher reader would need to be installed in this location.

Q: Back South Walk Gate (42” × 6’):

This gate has been in place for many years and has undergone multiple repairs. Since it needs to be relocated, should we plan to replace it with a new gate rather than reusing the existing one?

A: The BLM would prefer to re-use the current walk gate. Vendors should provide a price estimate for reusing the walk gate and a price estimate for installing a new walk gate.

Q: Annual Maintenance:

Please confirm that any replacement parts required during yearly maintenance would be considered an additional cost to BLM, or should replacement part costs be included in the annual maintenance?

A: The vendor’s quote should include all costs associated with annual maintenance, including any replacement parts the vendor anticipates may be required. The Government expects the quote to reflect a complete and comprehensive price for all labor, materials, and parts necessary to perform the annual maintenance in accordance with the requirements.

Q: Additional Walk Gate:

During the site visit, there was discussion regarding a potential additional pedestrian gate between the BLM Service Lot and the Employee Parking Lot. Could you please confirm whether this gate is part of the required scope or simply a potential future consideration.

A: The additional pedestrian walkway gate discussed during the site visit is not included in the scope of this project. It was only a potential future consideration and should not be included in the vendor’s proposal.

Q: Would you please be so kind as to disclose the approximate feet of gate needed to be installed and relocated as well as whether it is dirt, concrete, or asphalt ground? This information is not stated in the PWS other than relocating 42" pedestrian gate.

A: The only gate to be relocated is the 42” pedestrian gate. The current 42” pedestrian gate is installed in concrete.

Q: The BLM does still have the ex-Alum Cantilever on that was in place before the Ideal gate was installed would the be open to try to reuse on the west if we could?

A: Yes. The BLM would be open to try to reuse any existing gate parts, provided that they are working and reliable after installation.

Q: It states in the paperwork to remove the underground loops. I told BLM many years ago the asphalt is bad, big cracks and dips, and unlevel so that it will never support a new underground loop. On my last site visit I was told the owner of the building and property not BLM, and that the owner was reasonable to replace the asphalt. Is this still a concern? They do make underground free exit devices and Optex that replace loops with no asphalt work needed.

A: The Performance Work Statement lists the following as an Optional Task: Remove existing ground detection loops and replace with wireless options that comply with BLM/DOI security requirements.

Q: On the South fence line gate location C the ex 42’’ walk gate is worn out been fixed many times we installed that gate when the ex-fence was installed, I think you will be better off with a new updated gate? And will we still fill the gap with Chain-link to match the ex in that opening?

A: The BLM would prefer to re-use the current walk gate. Vendors should provide a price estimate for reusing the walk gate and a price estimate for installing a new walk gate. Yes.

The gap left from where the current walk gate is located will be filled with chain-link to match the current gate.

Q: What are the dimensions and style of the existing tilt-a-way gate?

A: The existing Tilt-a-way gate is 25 feet wide by 7 feet tall.

Q: What is the gate opening and gate height and style ornamental, chain-link with or without barb wire

A: The existing gate is chain link , 7 feet tall, with 3 strands of barb wire at the top.

Q:What is the opening of the optional automated gate location for that tilt-a-way gate?

A: The optional automated gate location opening is 20 feet wide by 7 feet tall.
