About this opportunity
The Department of the Interior Bureau of Land Management Idaho Region seeks a Class III cultural survey of 699 acres in Colorado's San Luis Valley covering the Brewery Creek and Ward Gulch drainages, with quotes due June 3, 2026 at 9:00 a.m. Mountain Daylight Time. The procurement is set aside for total small business (NAICS 541620, size standard $19.0 million).
Place of performance is Saguache County, Colorado. The work encompasses five tasks: file search and literature review; Class III pedestrian inventory at 20-meter crew spacing; recording and evaluation of cultural resources against National Register criteria; draft inventory report due within 60 days of fieldwork completion; and final report due within 30 days of BLM review. The contractor must obtain a Colorado BLM cultural resource use permit and conduct work under permit requirements and BLM Colorado Guidelines. All deliverables must conform to Colorado Office of Archaeology and Historic Preservation and BLM digital specifications, including GIS shapefiles in NAD 83 UTM format with 5-meter horizontal accuracy and site documentation in PDF/A format. Fieldwork must be completed sufficiently in advance to allow draft report submission by the final report deadline of August 1, 2027.
The period of performance runs July 1, 2026 to August 1, 2027 (13 months). Payment is structured as 50 percent upon completion of Tasks I–III and 50 percent upon completion of Tasks IV–V. The contract incorporates prevailing wage determinations for Colorado (Wage Determination 2015-5433, Revision 32, effective May 13, 2026). Evaluation will make award to the responsible offeror providing best value, considering technical capability, relevant experience (at least two comparable jobs within five years), and price, without formal numerical scoring. All offerors must be registered in SAM with active Unique Entity Identifier and CAGE code. Amendment 0001, effective May 27, 2026, added Questions and Answers clarifications; receipt acknowledgment is required.
