Section 2: Project Description
2.0 DESCRIPTION OF PROJECT
Complete an intensive Class III cultural inventory of public land administered by the BLM for a fuels reduction, timber salvage, and habitat enhancement project in Saguache County, Colorado. The contract will consist of Tasks I-V comprising a total of 699 acres to be inventoried. Work will be carried out by or under the direct supervision of an individual holding a Colorado BLM cultural resource use permit.
The intent of this archeological inventory is to identify, record, and evaluate cultural resources for their potential eligibility to the National Register of Historic Places to aid the BLM in resource management, compile cultural and paleontological data for future research, and to satisfy the BLM’s obligations to Section 106 of the National Historic Preservation Act. Following the completion of field work, the results will be prepared in draft and final report documents that include data synthesis of all cultural resources and analysis within the project area.
The project is located in the northwestern portion of the San Luis Valley Field Office in the Brewery Creek and Ward Gulch drainages. Brewery Creek is located approximately is 1.3 miles southwest of Bonanza, Colorado and Ward Gulch is located approximately 16 miles northwest of Saguache, Colorado. The following legal descriptions are utilizing the New Mexico Principal Meridian.
2.1 Entire Project Area: 699.0 acres
Legal description: T. 47N, R. 7E, sec 35 & T. 46N, R. 5E, sec 23, 26
USGS 7.5’ Topo Map Reference: Trickle Mountain and Bonanza
The project area consists of open meadows, closed conifer stands, and some open ponderosa pine.
Mature aspen stands with some fir encroachment. Intermixed pinyon/juniper woodland may be present in the lower elevations.
Brewery Creek: One previous survey has been completed within the APE, and one previously recorded site (5SH.1470) is located within the APE. Based on previous surveys in the area, proximity to Bonzana, and the presence of 5SH.1470, there is a moderate likelihood of finding both historic and precontact cultural resources.
Ward Gulch: No previous surveys or cultural resources have been recorded within the APE, and only limited survey coverage exists in the surrounding area. However, it is anticipated there is a moderate likelihood of finding both historic and precontact cultural resources.
Section 3: Statement of Work
3.0 TASK I: FILE SEARCH, LITERATURE REVIEW
Task I consists of two parts that can be completed simultaneously with each other. The first part consists of completing a file search overview with synthesis of data for known historic, ethnographic and archeological data that encompass the project area, and the area within one mile of the project boundary.
This research is necessary to identify and compile all available known cultural data previously recorded and inventoried areas that includes recorded resources, isolates, and potential unrecorded resources to develop an interpretive narrative overview for understanding and writing the Historic Context of the
Solicitation No. 140L3726Q0056 Page 6 of 46 project area.
Available existing cultural resource data shall include, but not limited to, BLM San Luis Valley Field Office cultural resource inventory records, Colorado State Institutional Archives, Repositories; listed properties in the State Historic Sites Inventory, National American Engineering Records, and Historic American Buildings Survey records, and the Colorado Office of Archaeology and Historic Preservation COMPASS cultural resource database. Other available sources of information may be obtained from, and not limited to, State and National Registers, published and unpublished manuscripts, aerial photographs, General Land Office maps, Mining Ledgers, historical photographs, regional historical contexts, and Museums and library reference material. Data gathered will then be used to develop a Historic Context overview of the project area for precontact, historic and potential traditional cultural properties (TCP’s).
At the time of submitting this contract no TCP’s have been identified by local tribes during consultation.
After completion of the file search and review, the results will need to disseminate the gathered data within summarized tables, maps, photographs, narrative, or other informative format. Historic Context will consider explicit types of resources that might be encountered, and evolve potential research questions based on prehistory, history, and ethnology of the San Luis Valley, and surrounding region. All discussions will need to be accurately identified and referenced in the bibliography.
3.0.a A file search shall gather known/documented historic and archeological data that is pertinent to the project area, and from the results develop an informative draft overview in table, and narrative format.
This part of the draft will be sent to the Contracting Officer Representative (COR). After review, the COR may suggest additional comments or directives to ensure a comprehensive overview and developed Historic Context.
3.0.b Previously recorded resources within one mile shall be presented in a table format. All sites shall be listed with their state trinomial number, site type, date recorded and the previous evaluation status of eligible, not eligible, or unevaluated/needs data to the National Register, and the report reference. Isolated finds and non-eligible resource data may remain in table format. National Register eligible resources, and unevaluated resources, within and immediately adjacent to the APE shall be further described in brief narrative detail as discussion points in support of the historic context and anticipated inventory expectations.
3.1 TASK II: INVENTORY AND RESOURCE IDENTIFICATION
Task II consists of completing a Class III inventory spaced no more than 20 meters apart in accordance with the most current versions of the following documents:
The BLM State Protocol Agreement (Protocol) with the Colorado State Historic Preservation Office (SHPO) dated October 29, 2014, Inventory standards and guidelines are specified in the most current BLM Colorado Guidelines and Procedures for Inventory, Evaluation, and Treatment of Cultural Resource Sites, BLM-Colorado Digital Data Specifications Guide 2026, Office of Archaeology and Historic Preservation’s “Colorado Cultural Resource
Survey Manual: Guidelines for Identification: History and Archaeology,” BLM Linear Forms, Rocky Mountain District Standards and Procedures, and Other supplemental guidance.
Solicitation No. 140L3726Q0056 Page 7 of 46
A fieldwork authorization must be submitted to the Field Office Archaeologist at least 5 days prior to the start of fieldwork. Emphasis shall be placed on complete and timely coverage of the area to identify all cultural resources within the area of potential effect (APE) for the project.
3.1.a If there are areas identified that are too steep, vegetation or brush that is extensively thick, or other occurrences that prevent regular pedestrian intensive inventory transects feasible without risk to safety, or poor visibility, the COR/PI will be notified and consulted for further instructions. Such areas may need to be removed or alternative inventory methods to adequately cover the project area. The Contracting Officer will make the determination if areas are to be removed and any needed adjustments to the contract.
3.1.b Each field crew must be supervised in the field by a qualified crew chief listed on the Cultural Resource Use Permit (CRUP). Crew chiefs must be on-site at all times.
3.1.c The Contractor must notify the COR/PI by telephone and with written confirmation immediately upon the discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony (as defined in 43 CFR 10.2) and must immediately stop any activities connected with such discovery and make a reasonable effort to protect the discovered remains or objects.
3.1.d Upon completion of the inventory and identification of cultural resources, the COR/PI may review the results and may provide comments or recommendations to insure comprehensive coverage of identified resources.
3.1 e If a significant paleontological resource, including but not limited to fossilized flora or faunal remains (older than 100 years) is located during this inventory, the COR/PI will be notified by an email that includes specific location data and photograph(s). Unless it is associated with cultural materials, this does not need to be included in the report deliverables. This contract does not require specialized paleontological personnel. This clause is for inadvertent discoveries of paleontological resources.
3.1 f A fieldwork authorization form shall be carried with the field crews on the project area. This can be either carried by a crewmember or displayed in the window of the field truck.
3.2 TASK III: RECORD AND EVALUATE IDENTIFIED
HISTORIC/ARCHEOLOGICAL RESOURCES.
Task III consists of two parts. Part 1 involves recording identified cultural sites and Part 2 is the evaluation of those sites for their eligibility for inclusion to the National Register of Historic Places. All identified cultural resources shall be recorded in detail utilizing BLM Colorado Guidelines and Procedures for Inventory, Rock Mountain District Standards and Procedures and appropriate OAHP site forms. Following BLM Guidelines, site and isolate forms will include relevant diagnostics, features, or other notable characteristics on each site, and forms shall be accompanied with a detailed site sketch map, feature sketch, and the site location identified on a USGS 1:24000 quadrangle map. In addition, all site forms shall have appropriate listed bibliographies of associated utilized/known references associated with site form.
Incomplete site forms will be regarded as unfinished product. Inconsistencies will be corrected prior to acceptance and given state trinomial numbers.
Solicitation No. 140L3726Q0056 Page 8 of 46
3.2.a There must be sufficient description on the forms for the COR/PI to derive an accurate eligibility assessment. The site description must include number and types of objects present, site dimensions, types of features, topographic location, etc. If any significant disturbances or impacts have occurred, these must be described and photographed. Each form must be legible and must include a formal site map and a USGS 7.5', 1:24,000 scale GIS produced topographic map showing the exact location of the site. Site boundaries must be depicted as accurately on both the site and topographic maps. The topographic map must be clearly labeled with the map name, site number, map scale, north arrow and land status. Site maps must include spatial relationships of features and artifacts to each other and other pertinent non-cultural data or topography (i.e., roads, trees, drainages, etc.). If tools or diagnostic artifacts are present, scaled artifact sketches or photographs must accompany the site form.
3.2.b Collection policy: The SLVFO has a no collection policy.
3.2.c The evaluations will be completed for all previously recorded sites. Care will be taken in coordinating the site numbers when previously recorded sites are re-located to assure that the correct site numbers are used since they may have associated curated collections. Original site numbers for these sites will be retained as much as possible even though expanded recording may reveal a much larger site area than originally documented.
3.2.d When re-mapping previously recorded sites, new maps should be built off of earlier site maps.
Feature and structure numbers from earlier maps should be carried forward to the new map.
New features or structures will be numbered to follow the last number.
3.2.e Evaluation results shall specify the National Register of Historic Places (NRHP) criteria set forth in 36CFR60 that applied to determining a significance value and formulating a determination of eligibility. This eligibility recommendation shall be well reasoned for or against nomination to the NRHP. If the site is recommended eligible under Criterion D, the specific research question(s) shall be noted. The NRHP criteria shall be applied to each component of a site. Results shall be summarized in a narrative format formulating the methods applied during the evaluation process. Discussion should include sufficiency of the data recovered and detail reasons for the evaluation methods prescribed, and the potential for the need to conduct additional data recovery to support eligibility determinations. Minimal scrapings, probing, or subsurface testing will be allowed to support evaluations. For any properties recommended as eligible, additional recommendations shall be made for treatment, mitigation, fire sensitivity and discussion on notable adverse effects (erosion, cattle, looting, off road vehicles, etc.) to these properties for elevating their protection and management. If a site is identified as a landscape size scale, the COR/PI shall be notified immediately for follow-up recommendations on how to proceed.
3.2.f All historic sites with identifiable features and structures shall include additional supportive
OAHP architectural documentation with photographs, and sketch plan view maps. This documentation shall collaborate with the site sketch map.
3.2.g All precontact sites with significant identifiable features shall include additional supportive documentation including descriptions with photographs, and a plan view sketch diagram. This documented data shall collaborate with the site sketch map.
3.2.h If a site is located within the project boundary and extends beyond the inventory area, it will be recorded to a reasonable extent following the BLM Guidelines. The COR/PI should be notified immediately about the site and discuss options to appropriately address the issue. The primary
Solicitation No. 140L3726Q0056 Page 9 of 46 objective is to properly record the site to allow adequate assessment and evaluation of that portion of the site within the area of potential direct and indirect effects based on evaluation criteria.
3.2.i Within fourteen working days of completion of the fieldwork the Contractor will contact the
COR/PI with a progress report. It can be in a brief narrative or table format and will include:
(1) a description of each site and IF including site type, temporal or cultural affiliation, and the NRHP eligibility recommendation; (2) a copy of a 7.5’ topographic map showing the project survey boundary and site and IF locations. The BLM will have two weeks to perform quality control field inspections if warranted. Should the field inspections result in the discovery of inventory or site recording deficiencies, the contractor must address these deficiencies at no cost to the government. This includes, but is not limited to, additional field mobilizations.
3.2.j After the completion of Tasks I - III an invoice may be sent for 50% of the contract award.
3.3 TASK IV: DRAFT INVENTORY REPORT
Task IV consists of writing the draft report, GIS data and draft attachments. This task consists of data synthesis of the results from previous Tasks to develop the Final Report. The report will reflect all fieldwork results accomplished during this contract and should require minimal editing to produce the Final Report. OAHP site forms, figures and maps are referred to as attachments and should also be in a draft state that requires minimal editing before the final attachments are delivered. The draft report, site, and isolated find forms must include the BLM and SHPO report numbers. The BLM will provide the BLM project number. OAHP project and site numbers must be obtained directly from OAHP using the new templates.
https://sites.google.com/state.co.us/oahp-resource-center/forms-guidance/requesting-numbers
3.3.a The draft final report and all required survey information and site and IF forms will meet the guidelines established by the Secretary of Interior’s Standards and Guidelines for Archaeology and Historic Preservation, the most current BLM Colorado Handbook of Guidelines and Procedures for Inventory, Evaluation, and Mitigation of Cultural Resources and associated Digital Data Specifications Guide, Colorado SHPO standards, District and field office standards and procedures and other supplemental guidance.
3.3.b The draft final report will include evaluations of all sites, recommendations on National
Register eligibility, and a discussion of site impacts. The evaluations should be made in the context of previous investigations and findings in the general area, and research questions for the region. All sites brought forward as “Need Data” will include a detailed discussion of how field testing was conducted and why field testing was inconclusive and specific recommendations for additional evaluative testing to determine eligibility. The recommendations for site management must take into account the current site condition based on disturbances observed while conducting the field work.
3.3.c The shapefiles must be polygonal (no points or lines) of both the actual area inventoried, and the site and IF boundaries. All shapefiles will be in NAD 83 for submission. The Contractor shall provide all draft data as electronic (.pdf) and Word document files on thumb- drive, or by Secure File Transfer Protocol with software compatible with Bureau of Land Management software.
Solicitation No. 140L3726Q0056 Page 10 of 46
3.3.d GIS data tables shall conform to BLM guideline standards for attribute table database fields (see Digital Data Specifications Guide).
3.3.e The Draft Report shall be completed within 60 days of the completion or fieldwork. Extensions may be allowed in coordination with BLM. Any extension will be in writing will clearly defined dates for drafts and final report reviews.
3.3.f Within 30 days of submission of the initial Draft Report, the BLM shall provide comments on suggested revisions or modifications of the draft and electronic data. Conversations and corrections will continue until the edits are made and the COR/PI are satisfied the work has met the above guidelines and standards for cultural resource inventory in the RGFO.
3.3.g The contractor will submit the Draft Report after internal review and technical editing.
Documents that are submitted without either technical editing or content review may be returned for corrections prior to BLM’s review of the draft. It is advised that the contractor communicate with the BLM if they are having difficulties meeting this requirement and a solution can be worked out and agreed upon by both parties.
3.4.a Task V: FINAL INVENTORY REPORT
3.4.a The COR/PI will inform the contractor when the report is ready to go final.
3.4.b The final report containing all changes and corrections identified from the draft report review shall be submitted within 30 days of receiving the BLM draft report comments. The final report shall be submitted by Secure File Transfer or Rocky Mountain District Archaeological Contractor Microsoft Teams Site and include following:
1. Final Report in PDF format
2. Individual site and isolated find forms in PDF format
3. Shapefiles of survey areas, sites, and isolated finds
A request, in writing, for an extension due to unforeseen circumstances may be granted, but the request must be submitted to the COR/PI three (3) working days before the due date of the final report, and it must clearly state why the extension is needed.
3.4.c Final Report will include one complete copy of a final inventory report presenting results, including appropriate maps, tables, photographs, sketches, attachments (Site and IF forms) and a final copy of electronic GIS site data.
3.4.d After receipt of BLM comments the contractor shall correct any revisions or modifications responsive to comments. The contractor shall submit the final deliverables electronically. This can be done through an FTP site, or via the RGFO Archaeological Contractors Office 365 Team.
3.4.e After delivery of the final report, and acceptance is approved, along with submission of electronic files, and any appropriate Government Furnished Material. The final invoice may be submitted for the remaining 50% of contract.
3.5 Definitions
3.5.a Cultural Resource or Cultural Property: Any definite location of past human activity, occupation, or use, identifiable through field inventory (survey), historical documentation, or oral evidence. Solicitation No. 140L3726Q0056 Page 11 of 46
3.5.b Class III inventories: They are professionally conducted, continuous, intensive pedestrian surveys of an entire target area (100%). The goal is locating and recording all cultural resource properties that have surface and exposed-profile indications, through systematic inspection carried out by a crew of trained observers walking a series of parallel transects until the area has been thoroughly examined. Crew spacing should not be wider than 15-20 meters apart.
Intensive inventory describes the distribution of properties in an area; determines the number, location and condition of properties; determines the types of properties actually present within the area; permits classification of individual properties; and records the physical extent of specific properties.
3.5.c Evaluation: The evaluation of cultural resources requires a determination of site eligibility for the NRHP using National Register eligibility criteria (36 CFR 60).
3.5.d Historic Property: Any precontact or historic district, site, building, structure, or object included in, or eligible for inclusion in the NRHP. The term includes, but is not limited to, artifacts, records, and remains that are related to and located within such properties. The phrase “eligible for inclusion in the NRHP” includes both properties formally determined as such by the Secretary of the Interior and all other properties that meet National Register listing criteria and those sites already identified as eligible during consultation between the BLM and the Colorado
SHPO.
3.5.e Undertakings: Actions assisted, licensed, permitted, approved, funded, or authorized by BLM, as defined in the Code of Federal Regulations [36 CFR 800.2(o)]. Undertakings for which BLM is considered the lead agent, whether or not they involve federal lands, are federal actions.
3.6 Government Furnished Material

GPS AND GIS DATA
The Colorado Office of Archaeology and Historic Preservation (OAHP) is an ancillary repository for BLM cultural resource spatial data. Prior to any fieldwork, both BLM and OAHP records must be fully reviewed. Any discrepancies between datasets must be resolved with the field office archaeologist before fieldwork begins
GPS Data Collection
A. All GPS-collected spatial data must meet a horizontal accuracy standard of ±5 meters.
Contractors and permittees are responsible for independently verifying that field GPS equipment is correctly configured and achieving this accuracy prior to data collection. If GPS data collection is not feasible due to terrain, vegetation, satellite availability, or safety concerns (including the presence of hazardous materials), sites and isolated finds shall be documented using manual (non-GPS) methods. In these cases, the appropriate shapefiles or file geodatabase feature classes must be created after returning from the field. All use of non-GPS mapping methods must be clearly documented and justified in both the site form and the associated report.
B. If you are using a GPS device that does not support shapefile or ESRI file geodatabase formats, you must convert your field data into an acceptable format.
C. Do not leave physical datums in the field unless otherwise instructed. Datums may be used during site recording but must be removed once the field work is completed. Virtual datums are preferred and can be based on a permanent or semi-permanent feature on the site, such as a tree or boulder. Virtual datums must relate to the UTMs listed in the Management Data Form, or locational data should be available on the plan map (e.g., UTMs of the datum noted on the map or a UTM grid is included).
D. Site boundaries shall be recorded as polygons and should accurately reflect the observed extent of all surface artifacts and features. A linear site may be recorded as a line in the field, then appropriately buffered and converted to a polygon using GIS. Isolated finds may be created from a single point and converted to a polygon using GIS (the standard buffer is 4 meters).
GIS Data
A. BLM will accept geospatial data only in ESRI shapefile or ESRI file geodatabase formats. ESRI personal geodatabases, .kml/.kmz files, and other raw or non-ESRI formats will not be accepted.
All site and survey boundary data must be submitted as polygon features. Point, line, or polyline features shall not be submitted in place of site or survey boundaries. Some field offices may additionally require submission of artifact- and feature-level point, line, and polygon data; these requirements will be communicated by the BLM archaeologist at the time of project initiation.
Coordinate Systems
A. All cultural resource data submitted to BLM shall be reported in the NAD 1983 datum utilizing UTM coordinates in the appropriate zone (i.e., 12 or 13) and Meridian.
Solicitation No. 140L3726Q0056 Page 18 of 46
B. The NAD 83 UTM projection is divided into zones. Most of Colorado falls within Zone 13N, while the far western edge of the state lies within Zone 12N. Surveys conducted in Zone 13N must be submitted in the Zone 13N projection. For surveys located in Zone 12N, consult the appropriate BLM field office prior to submission. Some offices no longer accept Zone 12N data and may require reprojection to Zone 13N.
Geometry Types and Standards
A. All site and survey boundary data must be submitted as polygons. Generic shapes (e.g., circles, ovals, rectangles) are not acceptable for delineating site boundaries. Each site must be recorded with multiple vertices that accurately represent the true site boundary. Any mapping errors resulting from positional inaccuracies that cause irregularities in the site boundary must be corrected before submission to the BLM.
B. Linear survey corridors must accurately reflect the width of the inventory (for example, a 100-foot-wide inventory corridor should be buffered 15.7 meters).
C. Isolated finds may be initially recorded as a single point in the field; however, all isolated finds must be submitted to BLM as polygon features. A minimum 4-meter buffer is required. Isolated find polygons may reflect actual observed boundaries and are not required to be circular.
Attributes
A. Site and survey attribute tables shall conform to both the OAHP and BLM attribute table templates; use of both templates is mandatory.
a. For BLM templates, additional fields may be added as necessary; however, no required fields may be removed, and field names provided in the template shall not be modified.
B. Recommended Workflow: The BLM attribute table templates are designed to be completed first and then copied and pasted into the OAHP/SHPO request templates. Following this workflow ensures consistency between BLM records and SHPO submittals and reduces data entry errors
Standardized Site Types
A. Tables 3 and 4 list commonly recorded site and feature types for prehistoric and historic resources. These terms describe physical site and feature expressions and should not be confused with resource type classifications (e.g., Archaeological, Historic Archaeology, Historic, Paleontological, Unknown). Refer to Table 5 for clarification on resource type categories. Use the lexicon provided in Tables 3 and 4 when describing sites and features encountered in the field.
a. Table 3 identifies prehistoric site types. Prehistoric isolated finds may include artifacts and/or features characteristic of these site types (e.g., hearths, lithic scatters, projectile points). Table 4 identifies common historic site and feature types. This list is not exhaustive and does not encompass all historic resources that may be encountered.
B. Use professional judgment when documenting resources not listed, and clearly describe any site or feature types not captured in the tables
Solicitation No. 140L3726Q0056 Page 19 of 46
Packaging and Delivery
The following outlines best practices for submitting digital data.
A. It is required to utilize the BLM shapefile template for final site and survey data. The BLM will not accept the OAHP survey/site number request templates for final data submissions.
B. Please refer to Tables 1 and 2 below for the required attributes. Upon request the BLM can provide blank templates to use for final submission of site and survey data. There should be two shapefiles (survey and site/IF), or one geodatabase with two feature classes (survey and site/IF) for each project.
a. Do not change or remove fields from either site or survey templates. All fields are required to be filled out.
b. Surveys should be submitted as a single row within the survey shapefile or geodatabase feature class. Where a survey comprises multiple discontinuous inventory areas, the resulting survey file should be submitted as a single, multipart polygon. That is, the individual areas should be dissolved to a single feature (single row) that includes all the individual surveyed areas.
c. Do not submit sites and surveys in the same shapefile or feature class. Site shapefiles may contain multiple features (multiple sites), but the attribute table must clearly differentiate sites by Smithsonian Number.
d. Sites that cross counties should be separated in the shapefile at the county line and numbered accordingly. For example, 5SM.493/5OR.6531 should have a shape for 5SM.493 (San Miguel County only) and one shape for 5OR.6531 (Ouray County only). Do not use both numbers for one shape.
C. Within the shapefile/geodatabase’s applicable attribute field, site and document numbers should always use periods to separate county, agency, and number. Please do not use underscores or leading zeros and do not add any other descriptors such as "IF," or "Site” at the end. For Example:
a. Document Number:
i. MC.LM.R146
b. Site Number:
i. 5MF.435 (Site or IF)
ii. 5MF.435.1 (Linear)
D. Label your shapefile(s)/geodatabase with a project identifier such as a BLM project number or your assigned OAHP document number using underscores to separate county, agency, and numbers with “_sites” or “_survey” at the end to differentiate the two types. For example:
i. MC_LM_R483_Sites
ii. MC_LM_R483_Survey
E. Please use the “Check Geometry” tool and correct any errors using the “Repair Geometry” tool before submission.
Solicitation No. 140L3726Q0056 Page 20 of 46
F. Compress file geodatabases before submission. Do not place compressed folders inside other compressed folders.
G. Data must be submitted electronically using a secure platform. If it is unfeasible to provide digital data using online file sharing, the BLM will accept encrypted USB flash drives, only.
Site and Survey Numbers
Agency Project/OAHP Document and Site Numbers
BLM Project Number
A BLM project number will be obtained from the field office archaeologist via email. The project number request should occur alongside submission of the field work authorization.
OAHP Project Number
The OAHP number shall be obtained directly from the OAHP office through the online site and survey numbers request submission process outlined below. A project boundary shapefile (typically the survey area) is required for OAHP to issue a project number. The BLM will not request these on behalf of the contractor or otherwise provide this number.
Site Number
Site number(s) shall be obtained directly from the OAHP office through the online site and survey numbers request submission process outlined below. A resource-boundary shapefile is required to issue a Smithsonian number.
OAHP Document/Survey and Site Numbers Request Process
A. As of June 1st, 2025, all site and survey numbers request must be summited to OAHP using the online submission form. Use of the OHHP template is required for all site and survey numbers request.
a. Before proceeding, please note the following conditions:
i. Numbers cannot be returned. Wait to request numbers until your recordings have been vetted or approved by the lead agency of the project, or by the principal investigator responsible for the project.
ii. Have your geospatial data ready to upload. If you have not already, download the latest version of the OAHP GIS templates and review the GIS preparation instructions.
iii. Number requests may take up to 5 business days to process, please plan accordingly. There are no rush services for number requests.
iv. Requestors are responsible for identifying previously recorded resources prior to submitting a request for new numbers.
Solicitation No. 140L3726Q0056 Page 21 of 46
B. The standalone OAHP template shall be used solely for requesting site and survey numbers.
However, all final spatial data submissions to the BLM must utilize the official BLM template.
C. To request OAHP document/survey and site numbers, obtain OAHP templates, use the online submission form:
https://sites.google.com/state.co.us/oahp-resource-center/forms-guidance/requesting-numbers/number-request-form
D. For further information on this process please refer to the OAHP website:

Documentation1
Report and Site Form
All draft and final cultural resource documentation shall be submitted to the BLM. Submittals are not sent directly to OAHP. Effective January 2026, the BLM no longer accepts paper copies of reports or site documentation; all materials must be submitted digitally.
A. Check with the BLM field office archaeologist before submitting draft documentation; most prefer to review draft deliverables electronically in Microsoft Word format (docx). Ensure the draft versions are not locked or encrypted so that comments and suggested revisions can be added directly to the document.
C. Final PDF versions must be submitted to BLM at the end of the project and should be saved as either PDF/A-1a or PDF/A-1b. The final PDF versions must have the relevant OAHP, and BLM numbers populated where appropriate throughout. PDFs created from scanned hard copies must be processed using optical character recognition (OCR) to make them searchable.
D. The most current OAHP forms can be found at: https://sites.google.com/state.co.us/oahp-resource-center/forms-guidance/inventory-forms?authuser=0. Do not change the format of the OAHP forms. It is preferred that all fields be completed, even if the field is not applicable (use “N/A” or “none”). Fields can be compressed or expanded as needed (e.g., rows in the artifact tables in the historic component form). Use the OAHP form instructions and the NPS National Register Bulletins to aid in completion of the forms. BLM Colorado also has BLM specific, linear site, aboriginal wooden structure, historic well pad, grazing impacts, and travel management forms. These specific BLM forms maybe be required and can be obtained through the FO.
E. The individual components of the site form (Management Data Form, component forms, maps, 1 See the BLM Colorado Handbook (revised 2026), the BLM state Protocol, the OAHP Survey Manual (2007), and any relevant BLM field office or district standards and procedures documents for other reporting requirements.
Solicitation No. 140L3726Q0056 Page 22 of 46 photographs, and other documentation) must be compiled in a single file, titled by Smithsonian number as detailed below. IFs must include the IF form and map, along with any other relevant documentation, in a single file, titled by Smithsonian number as detailed below.
F. Forms and documents should use a font that works well for OCR. Sans serif fonts are preferred for federal and state digital Accessibility laws.
G. When submitting print copies of deliverables to other agencies (USFS, NPS, etc.), send those materials to the other agencies directly. The BLM will not forward documents on your behalf.
Maps and Photographs
A. Maps related to the site and/or report shall be embedded in the appropriate PDF/A version of the site form and/or report.
B. A map, preferably on a USGS 7.5…
