About this opportunity

The Department of Agriculture Forest Service seeks multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contracts for cultural resource inventories, site evaluations, and systematic subsurface testing across three national forest systems, with quotes due June 22, 2026 at 3:00 PM Mountain Time. This is a total small business set-aside.

Place of performance spans the Black Hills National Forest (South Dakota and Wyoming), Medicine Bow-Routt National Forests and Thunder Basin National Grasslands (Wyoming and Colorado), and Nebraska National Forests and Grasslands (Nebraska and South Dakota), with administrative oversight at Laramie, Wyoming. The contract structure comprises a base period from July 1, 2026 through May 31, 2027, with four optional one-year periods extending through May 31, 2031.

Contractors must hold a current Organic Act Permit for Archaeological Investigations on National Forest System lands. Principal Investigators require a graduate degree in archaeology or anthropology with minimum one-year experience in the geographic region; all key personnel must meet Secretary of Interior Standards for archaeology and historic preservation. Work includes Class/Level I, II, and III surveys; site condition assessments and evaluations; systematic subsurface shovel testing at 30-meter and 15-meter intervals; and artifact curation. Services must comply with the National Historic Preservation Act, Archaeological Resources Protection Act, and Native American Graves Protection and Repatriation Act.

The per-period ceiling price is $800,000 (adjusted by Amendment 0001 issued June 18). Estimated quantity is five or more task orders annually. Award will be made on best-value basis with technical capabilities and past performance weighted approximately equal to price. Unit pricing is required for each service category across all three forest locations. Service Contract Act wage determinations apply in specified counties within South Dakota, Wyoming, Colorado, and Nebraska. Two task orders are anticipated at master contract award to meet $1,000 per contract minimum guarantees. Quotes remain valid for 60 days. A virtual pre-quote conference was held June 17; questions were due June 15 to Shawn Harwood at shawn.harwood@usda.gov.
