GENERAL SPECIFICATIONS:
The purpose of this order is to secure services to conduct a Class III Survey (as defined in Section C.6 of the Performance Work Statement) on the Brush Creek – Hayden Ranger District, Medicine Bow – Routt National Forests, Thunder Basin National Grassland. The contractor shall provide all material, personnel, equipment, and supplies to conduct the survey listed under this order.
PROJECT LOCATION:
The project area is located on the western side of the Sierra Madre Mountain Range. The project area is comprised of three units, totaling 2,350 acres. All three of the project area units are accessible by National Forest System Routes (NFSRs). High clearance vehicles or UTVs are required for some access. By road, the easternmost unit (unit 1) of the project are approximately 48 miles from Saratoga, Wyoming via State Highway WY-130 to WY-230 south to Riverside, WY and then west on WY-70.
The project area is adjacent to both state and privately owned lands, and the objective of the contractor will be to survey only within Forest Service land. The GIS data used to create the survey area boundaries for this contract may be slightly different from land markers on the ground or geospatial data on a handheld GPS device. It is the responsibility of the contractor to ensure that all work is performed only on USFS land.
Unit 1:
Unit 1 is the easternmost unit of the project area. This unit is bisected east-west by WY-70 and access is possible directly to the unit from either side of the highway. The northern portion of the unit can also be accessed from NFSR 852, parking on the side of the road and hiking west or south less than 0.5 miles.
Both WY-70 and NFSR 852 are suitable for passenger vehicles, but NFSR 852 is unpaved. Access is also available south of WY-70 on NFSR 850 and 11.1S, which is are Class 2 roads requiring high clearance vehicles or UTVs. NFSR 850 11.1S will both terminate at private property that is adjacent to part of the boundary of this unit. The southern portion of the unit can also be accessed via WY-70 to NFSR 813.
NFSR 850 is a Class 2 road that will require high clearance vehicles or UTVs for access. The southern boundary of this unit abuts Unit 2 at the section line (T13N R88W S23 and 24).
Unit 2:
Unit 2 is the largest unit in the project area and situated west of unit 1 and south of unit 2. The eastern side of the unit is accessible from WY-70 which runs south of the unit for approximately 0.6 miles and then crosses through the unit for 0.8 miles to the southern boundary of the unit. Access is also possible within the unit from WY-70 on NFSR 852.1E, NFSR 813, NFSR 813.1A, and NFSR 813.3A, which all require high clearance or UTVs. The northern boundary of unit 2 is accessible via WY-70 to NFSR 852 and NFSR 852.1E.
Unit 3:
Unit 3 is located north of unit 2. This unit can be accessed from WY-70 to NFSR 852 with a 0.25-mile hike north from the roadside into the southern boundary of the unit. The unit can also be accessed directly via WY-70 to NFSR 852 to NFSR 870 and 870.1C where the project area is on either side of the road.
NFSR 870 and 870.1C are Class 2 roads that will require high clearance vehicles or UTVs for access.

SUPPLEMENTAL INFORMATION:
Item MBRTB-003:
• A Class III Survey will need to be quoted on for this Task Order, which is required for the
FY26 Sandy Battle Heritage Survey on the Brush Creek – Hayden Ranger District, Medicine Bow – Routt National Forests, Thunder Basin National Grassland, as defined in Section C.6 of the Performance Work Statement. The Class III survey for the FY26 Sandy Battle Heritage Survey includes a total of 2,350 acres that require a cultural resource inventory and archeological field survey to identify, record, and evaluate the eligibility of all cultural resources within the survey area for listing on the National Register of Historic Places.
Previous cultural resource inventories and archeological surveys have been conducted in and near the FY26 Sandy Battle Heritage Survey area, and these data can be accessed through WyoTrack with the appropriate permissions. Prior adequate survey will also be provided by the USFS along with other geospatial materials.
Item MBRTB-005:
• There are six (6) Site evaluations (non-survey), including two condition reports with the potential for an update or full re-record, and ten full re-records that are required bidding for this Task Order as defined in section C.6.2.5 of the Performance Work Statement.
1) 48CR4237, Belvidere Ditch – full re-record 48CR4237 is an historic linear resource. This is a non-eligible linear resource with SHPO concurrence and previous adequate documentation. Segments of this site were last updated in 2021. The site will require a full re-record including an updated boundary/GPS data collected following the extent of the linear within the project area, photographs, feature and artifact documentation, and eligibility determination (following Wyoming SHPO guidelines).
Additionally, the contractor shall use LiDAR imagery, historic maps, aerial photographs, and any other tools available to confirm the full extent of the linear outside of the project area and update the site boundary for this resource. The resource is known to extend to the southwest but has not been formally mapped.
2) 48CR4468, Savery-Fireline Stock Drive – condition report 48CR4468 is the historic Savery-Fireline Stock Drive. This linear resource was first recorded in 1986 and last updated in 2022. This is an eligible linear site with SHPO concurrence, the segment within the project area is contributing under Criterion A. Segment 1 (48CR4468_1) was last recorded in 2001 and extends south from WY-70 to the private land boundary. An update on this segment was performed in 2022, and a condition report was performed on part of the segment not within this project area in 2025. Any segment(s) within the survey area shall be revisited during survey and, at minimum, a condition report shall be completed. Please take photos and notes as you intercept the linear resource during survey. If there is additional information discovered during the condition report, the contractor shall complete the necessary documentation (either an update or full re-record) following Wyoming SHPO guidelines.
3) 48CR7872 – full re-record The site was last recorded in 2003 and consists of an historic spring improvement structure known as Stemp Spring. This is an eligible site with SHPO concurrence associated with sheep herding activities along the Savery-Fireline Stock Drive (48CR4468). The site will require a full re-record due to the need for an updated boundary. Additionally, the site may require some or all of the following: photographs, feature and artifact documentation, and eligibility determination (following Wyoming SHPO guidelines).
4) 48CR7880 – full re-record 48CR7880 is an historic arborglyph site within the Savery Stock Driveway Historic District (48CR7881). The site consists of arborglyphs as well as structures related to sheep herding.
Additionally, the site will need to be discussed in terms of its contributing status to the overall District. The site was first recorded in 2003 and a condition report was performed in 2025 to verify that resources from this site were not within a previous project area north of the site boundary. This is an eligible site with SHPO concurrence. The site will require a full re-record due to the age and inadequacy of the 2003 photographs, as well as the high likelihood that the condition of the arborglyphs has changed. Additionally, the site may require some or all of the following: feature and artifact documentation, an updated site boundary, and eligibility determination.
5) 48CR7881 – condition report 48CR7881 is the historic Savery Stock Driveway Historic District which is eligible with SHPO concurrence under Criterions A, B, and D. This historic district is split into two distinct units and only the northern unit of the district is within the project area. The district was first recorded in 2003 and includes five sites and two driveway segments of 48CR4468. The contributing sites/segments include 48CR4468 segment 1, 48CR7872, and 48CR7880. The non-contributing sites/segments include 48CR4468 segment 2, 48CR7700, 48CR7870, and 48CR7874. All of the non-contributing sites are outside of the project area in the southern unit and will not need to be revisited. The portion of the Savery Stock Driveway Historic District (48CR7881) overlapping with the project area will need a condition report to verify existing resources contributing to the district within the project area. If any changes to contributing resources related to 48CR4468_1, 48CR7872, or 48CR7880 are identified during survey, the contractor may need to fully re-record these contributing sties to SHPO standards, including a new site boundary, artifact and feature documentation, photographs, and NRHP evaluation(s).
6) 48CR7955 – full re-record 48CR7955 is the historic Encampment to Wamsutter-Baggs Road. The site was last recorded in 2002 and determined not eligible with SHPO concurrence. The 2002 recording digitized the extent and location of this linear but no GPS data was collected in the field. The site will require a full re-record including an updated boundary/GPS data collected following the extent of the linear within the project area, photographs, feature and artifact documentation, and eligibility determination (following Wyoming SHPO guidelines). If the linear resource appears to extend outside of the project area, the contractor will map out the extent of the resource using historic maps, LiDAR imagery, aerial photography, or any other tools available.
*Additional site data can be accessed through WyoTrack with appropriate permissions.
C.4 – Government Furnished Property will be provided at the Pre-work Meeting.
