BKF/MBRTB/NNF Cultural Resources IDIQ Solicitation Summary

This Request for Quote (RFQ) is for multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for cultural resource inventories, site condition assessments, site evaluations, and systematic subsurface shovel testing on three national forest systems: Black Hills National Forest (South Dakota and Wyoming), Medicine Bow-Routt National Forests and Thunder Basin National Grasslands (Wyoming and Colorado), and Nebraska National Forests and Grasslands (Nebraska and South Dakota). The solicitation is issued by USDA Forest Service Contracting and Procurement under solicitation number 1284LL26Q0055, with a quote due date of June 22, 2026 by 3:00 PM Mountain Time. The contract structure consists of a base period from July 1, 2026 to May 31, 2027, with four one-year option periods extending through May 31, 2031. The government's maximum program ceiling price for all awarded contracts is $4,000,000. Quotes must include unit pricing for Level/Class I, II, and III surveys; site condition assessments; site evaluations; and systematic shovel testing at 30-meter and 15-meter intervals across all three forest locations. All pricing must be in dollars and cents format with unit prices prevailing; contractors must provide pricing on all line items even if estimated quantities are zero. Two task orders are anticipated to be awarded at the time of master contract award to meet minimum guarantees of $1,000 per contract.

Award will be made on a Best Value basis considering technical capabilities (qualifications of firm, safety plan, personnel qualifications, IDIQ staffing approach, and workload capacity), past performance, and price. Technical factors will be weighted approximately equal to price. Offerors must be registered in SAM (System for Award Management) and must hold a current Organic Act Permit for Archeological Investigations on National Forest System lands. Key personnel requirements include a Principle Investigator with minimum one-year experience in the geographic region and all key personnel must meet Secretary of Interior Standards for archaeology and historic preservation. The contract is unrestricted (100% for small business set-aside), with NAICS code 541990 and a small business size standard of $19.5 million. Multiple IDIQ contracts may be awarded. Quotes are valid for 60 days, and a virtual pre-quote conference is scheduled for June 17, 2026 at 1:00 PM Mountain Time (registration required by June 15, 2026). All questions must be submitted by June 15, 2026 at 11:00 AM MDT to Shawn Harwood, Contracting Specialist at shawn.harwood@usda.gov.

SECTION B – CONTINUATION OF SF-1449

SCHEDULE OF ITEMS/ PRICE SCHEDULE

B.1 SCHEDULE OF ITEMS

This is a base plus four one-year options Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for completion of Level/Class I, II and III Cultural Resource Inventories, Site Condition Assessments, Site Evaluations, and Systematic Subsurface Shovel Testing (15m and 30m) within the Black Hills National Forest in South Dakota and Wyoming, the Medicine Bow-Routt National Forests and Thunder Basin National Grasslands located in Wyoming and Colorado, and the Nebraska National Forests and Grasslands in Nebraska and South Dakota.

It is anticipated that more than one IDIQ contract may result from this solicitation. The total for each quote will be determined for evaluation by taking the quantity times the maximum unit price, base, and all option years. The Government’s maximum program ceiling price for all contracts awarded is $4,000,000. This contract has four option periods which may be exercised by the Government.

Proposals shall be valid for 60 days after the date of receipt for the solicitation. If additional time is needed, an extension will be requested. Refer to Section L for instructions on preparing your quote and pricing.

B.2 ESTIMATED QUANTITY

B.2.1 All quantities listed in the contract schedule are estimates only and do not reflect actual quantities to be ordered over the life of the contract. Actual quantities required in any given year are dependent on the needs of the agency and/or budget. Therefore, only certain schedule items may be included on a task order in any given year. Even if a quantity is zero, you will need to provide a unit price for that item. The Government may need to have that work performed if priorities/needs change. Failure to provide a unit price on all items may result in the Offeror’s quote being found non-responsive.

Travel charges include travel, per diem, or other mobilization costs and are to be included in the unit prices.

B.3 GENERAL INFORMATION

B.3.1 Unit prices prevail.

B.3.2 Offeror(s) curation costs are included in the pricing for Level/Class II and Level/Class III Inventories.

B.3.3 To be eligible for a contract award under this solicitation, you must be registered in the System for Award Management (SAM) (https://sam.gov/). If you are not registered at the time of quote evaluation, and you do not submit the requested information in Sections K, L & M, you may be considered non-responsive and your quote may not be considered for an award.

B.3.4 Successful Offeror’s awarded a contract will be guaranteed the minimum amount of $1,000.00 or an award of a task order equaling or exceeding guaranteed minimum amount. Exercising the Option Period just extends the performance period as such does not incur any additional guaranteed minimum.

B.3.5 Prices provided on the schedule of items are the maximum price a contractor can charge for those items based on the stated specifications. Task Orders will be issued competitively in accordance with Section H.9. All offerors awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity in accordance with Section M to competitively provide pricing on individual task orders.

B.3.6 The preferred method to issue task orders is by electronic commerce methods email.

B.3.7 When providing prices for the different Level/Class Surveys:

• Level/Class I is a stand-alone price for just a pre-field/file record search report as defined in the PWS section C.6.1.

• The Level/Class II and Level/Class III pricing shall include the cost of performing the pre-field/file record search report as defined in C.6.1.

Additional specifications may be provided with each Task Order RFQ.

3) Task Order RFQs will be transmitted primarily via e-mail.

which will require the submission of a technical quote. Some Task Order RFQs may be evaluated on price alone. All Task Order RFQs shall specify the method for award determination and indicate the required response documentation.

5) Upon the receipt of a Task Order RFQ from the Government, the Contractor shall respond as specified.

A proposed date for completion of the fieldwork to ensure completion by the end of the field season is also required. Each Task Order may or may not include the entire field season.

c) Task Order Past Performance will be evaluated as defined for the IDIQ; however, relevancy is further refined to consider experience with Heritage surveys in similar terrain to the specific TO location: Black Hills National Forest, Medicine Bow-Routt National Forests or Thunder Basin National Grasslands and Nebraska National Forests and Grasslands.

d) A proposed communication plan regarding findings, progress, information exchange, questions, and concerns of both parties.

The Government reserves the right to NOT award the TOs evaluated at the basic contract level.

H.10 EVALUATION OF CONTRACTOR PERFORMANCE

The Contractor’s performance will be evaluated upon completion of each Task Order of over $350,000 or when determined to be in the best interest of the Government.
