About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center intends to solicit design and construction services to replace heating infrastructure at Building 1515, Hill Air Force Base, with an industry day scheduled for August 12, 2026. The procurement is set aside for Total Small Business and carries NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard.
The scope transitions Building 1515 from a steam heat exchanger system to a decentralized, high-efficiency gas-fired hot water boiler system. Work encompasses design and engineering (mechanical, electrical, controls), demolition of existing steam infrastructure, installation of three boilers configured for N+1 redundancy at 50% capacity each, natural gas piping, hydronic distribution, and integration with the facility's existing Direct Digital Control and Energy Management Control System using native BACnet compatibility. Specifications mandate the RBI Futera III boiler (or approved equivalent), Patterson Vertical Inline boiler pumps, and Niles Steel Tank Hydraulic Separator buffer tank. The contractor must submit preliminary design with proposal demonstrating boiler selection, capacity matching, mechanical layout, piping diagrams, control strategy, BACnet integration, and construction schedule.
Place of performance is Hill Air Force Base. The period of performance depends on the base steam schedule, typically encompassing design and procurement before April–May shutdown, with a 60-day construction window following shutdown.
Award will be made on best value trade-off basis considering preliminary design quality, contractor experience (minimum 10 consecutive years with three completed similar projects within five years), and price. Warranty requirements include one-year construction, 10-year boiler heat exchanger, 20-year thermal shock, and one-year general parts warranties commencing upon Government acceptance.
Interested parties must respond by August 7, 2026 at 3:00 PM MST to jonathan.graham.11@us.af.mil with company name, CAGE code, point of contact, gas-fired boiler installation experience, proposed SOW revisions, prime or subcontractor capability, WAWF familiarity, SAM registration status, and Hill AFB access capability.
