About this opportunity

The Centers for Disease Control and Prevention Office of Acquisition Services seeks establishment of a Blanket Purchase Agreement for supply and delivery of bottled and bulk liquid and compressed gases to two NIOSH Cincinnati campuses, with quotes due August 14, 2026, at 10:00 AM ET. The procurement is a Total Small Business set-aside, foreclosing competition outside that category.

Place of performance is Cincinnati, Ohio (Hamilton Campus at 5555 Ridge Avenue and Taft Campus at 1050 Tusculum Avenue). The contractor must supply 23 types of compressed and refrigerated gases—argon, air, carbon dioxide, helium, hydrogen, nitrogen, and oxygen in various purities and configurations—using contractor-owned cylinders on an as-needed basis. Deliveries must occur within 72 hours of request, Monday through Friday, 8:00 AM to 4:00 PM, excluding federal holidays. The contractor is responsible for semi-annual on-site cylinder inventory documentation and annual reporting detailing deliveries by month.

The contract ceiling is $250,000 over five years: a 12-month base period of $50,000 (September 1, 2026 through August 30, 2027) plus four optional 12-month periods of $50,000 each. The contract type is Firm Fixed Price. Unit pricing must be all-inclusive of cylinder rental, hazmat, delivery, fuel, environmental charges, inside delivery, maintenance, inventory services, and reporting. Payment will be made via government purchase card or electronic funds transfer, with summary invoices submitted monthly or per delivery.

The NAICS code is 325120, Industrial Gas Manufacturing; PSC is 6830, Gases: Compressed and Liquefied. Evaluation uses Lowest Price Technically Acceptable (LPTA) without discussions, though the government reserves the right to conduct discussions if necessary. Offerors must acknowledge receipt of Amendments 00001 and 00002 with quote submission and must affirmatively disclose any planned use of Artificial Intelligence and submit an AI Compliance and Risk Management Plan if applicable. Questions were due August 4, 2026.
