About this opportunity

The U.S. Department of State is seeking to establish Blanket Purchase Agreements (BPAs) for fuel card services to support refueling of government-owned vehicles operated by the U.S. Embassy in Tallinn. The procurement involves the supply of 18 fuel cards—with three international cards usable throughout the Baltic states and Finland—that will be distributed to authorized users for diesel and unleaded petrol purchases exclusively. Prospective vendors must demonstrate a robust network of fuel stations across Estonia covering major roads and key cities including Tallinn, Tartu, and Narva, and must provide secure account access to the Embassy for usage tracking and reporting capabilities. While specific evaluation criteria are not detailed in this notice, vendors should anticipate assessment based on geographic coverage, fuel card functionality, account management systems, and pricing competitiveness. The solicitation was posted on November 20, 2025, with proposals due by December 8, 2025; interested parties should contact TallinnGSOProcurement@state.gov for the complete RFQ package.

This solicitation includes no set-aside designations and does not identify any current incumbents or contractors. No specific award value or budget range is disclosed in the notice. The BPA will run through November 30, 2029, and the Government reserves the right to award agreements to multiple suppliers and rotate among BPA holders, with no guarantee of minimum order volume. The fuel cards will be used exclusively within Estonia and the Baltic region as specified, with the place of performance designated as Tallinn, Estonia (postal code 15099). While a BPA establishes no contractual obligation until orders are issued and deliveries are made, vendors should be prepared to fulfill fuel card requests on demand throughout the four-year agreement period.

Notice text

The U.S. Embassy in Tallinn has a requirement for refueling of government-owned vehicles and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Estonian roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued, and a delivery is made.

The supply of fuel shall be in the form of a fuel card system.

Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate among BPA holders.

  • The BPA holder will supply 18 fuel cards to be used around Estonia with capability to be used in any fueling station for the purchase of diesel and unleaded petrol. Three (3) cards out of the 18 shall be international, so they may be used throughout the Baltic states and Finland.
  • The issued fuel cards shall be used for refueling purposes only.
  • The BPA holder shall provide the Embassy with a secure account to track usage and retrieve necessary reports.
  • The prospective vendor must possess a network of fuel stations in Estonia covering the main roads and biggest cities, including Tallinn, Tartu, and Narva.

This agreement will be signed for a period through November 30, 2029. The Embassy plans to sign agreements with multiple suppliers.
