About this opportunity
The U.S. Embassy to Belgium is soliciting a Blanket Purchase Agreement (BPA) for fuel and electricity provision for USG vehicles. The Department of State seeks qualified vendors capable of supplying gasoline (Eurosuper 95 and Superplus 98), diesel fuel (including AdBlue), and fast charging services for electric vehicles through a coded fuel card system for the embassy's fleet. Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov and hold an NCAGE code prior to submission; registration is free and companies should register promptly to avoid delays in award processing. The solicitation does not specify formal evaluation criteria beyond vendors' qualifications to provide the requested services and their ability to deliver indicative pricing information. Quotations must be submitted via email to BrusselsBids@state.gov with the subject line referencing BPA I.D. #19BE2026Q0011 no later than 14:00 local time on January 27, 2026.
This BPA carries no set-aside designation and no incumbent contractor is identified. The estimated total contract value is EUR150,000.00 (approximately $176,470.59), with individual orders capped at EUR8,000 ($9,411.76) per transaction. The agreement will operate from February 1, 2026 through January 31, 2027, with fuel prices subject to adjustment based on official Belgian government price changes under a fixed-price contract structure allowing for economic adjustments. The place of performance is Brussels, Belgium, with service required at designated gas stations throughout Belgium and surrounding countries during normal operation hours. Only vendors specializing in fuel and electricity provision should apply, and all quotations must include indicative pricing information as detailed in the attached Statement of Work package.
