About this opportunity
The Pacific Air Forces is procuring replacement engines for three generators at Blair Lake Air Force Range through Eielson Air Force Base, Alaska. The contract requires a contractor to source three Cummins L10 diesel engines or equivalent, rebuild them to original manufacturer specifications for commercial heavy equipment applications, and convert them to match existing generator specifications. This procurement is necessary because the engines have accumulated 15,000-20,000 operating hours and are no longer available for direct purchase from Cummins ReCon factory, creating reliability concerns and risk of catastrophic failure. The evaluation will focus on technical capability of the item offered to meet agency needs and price, with award going to the responsible offeror whose proposal is most advantageous considering both factors. The proposal submission deadline is September 29, 2025 at 9:00 AM AKST via email to designated Air Force personnel.
This solicitation is designated as a 100% Small Business Set-Aside under NAICS code 335312 with a size standard of 1,250 employees, though some documents reference it as a Women-Owned Small Business set-aside. The contract value is not specified, but the broader Air Force generator standardization program involves approximately $54 million over five years for 1,181 generators across all installations. The performance period runs from December 1, 2025 through February 28, 2026, with a 90-calendar day delivery schedule after contract award. Work will be performed and delivered to the 354th Civil Engineering Squadron at Eielson Air Force Base in Alaska, supporting the facility's mission-critical power generation needs at the remote Blair Lake Air Force Range location.
