About this file
This Performance Work Statement (PWS) details a non-personal services contract for the Blair Range Generator Engine Rebuild, dated 8 August 2025, for the Air Force. The primary objective is to source, rebuild, and convert three Cummins L10 diesel engines (or equivalent) for generators at Blair Lake Air Force Range. Previously, these engines were purchased off-the-shelf from the Cummins ReCon factory, but the L10 model is no longer available for direct purchase. The contract requires the contractor to provide all necessary equipment, supplies, and transportation to rebuild the engines to meet original manufacturer specifications for commercial heavy equipment applications, ensuring generator reliability after 5 years of continuous 24/7 operation.
The scope of work specifically mandates that the contractor: source three Cummins L10 diesel engines (or equivalent), rebuild the engines to original manufacturer specifications, and convert the engines to precisely match existing generator specifications as noted in a provided quote. The engines will replace units that have accumulated between 15,000 and 20,000 operating hours, which reduces reliability and risks potential catastrophic failure. The contract aims to maintain the operational integrity of the generators at the Blair Lake Air Force Range by implementing a comprehensive engine replacement and rebuild strategy.
