About this opportunity
The United States Marine Corps seeks quotes for non-tactical vehicle rentals (40-passenger buses and 9-passenger vans with drivers) to support BK27 ISS/IPC operations in the Philippines, with quotes due August 6, 2026 at 11:59 p.m. Philippines standard time. This is a Request for Quote, not a binding order. Amendment 2, posted August 4, shifted the period of performance to August 15 through September 2, 2026, and extended the quote deadline from August 5 to August 6.
No set-aside applies. Place of performance spans Northern Luzon, Manila and surrounding areas, Palawan, and Northern Mindanao, including military installations such as Camp Aguinaldo, Clark, and Subic. Questions close August 3, 2026 at 11:59 p.m. Philippines standard time.
All vehicles must be climate-controlled with English-speaking drivers capable of conversational Basic English. The ELIN sheet specifies approximately 46 van line items and 3 bus line items across multiple operational teams and geographic locations, with operators working 12-hour shifts (ranging from 0630 to 1900 hours depending on assignment) and prohibited from working 24 consecutive hours. The contractor bears all costs for fuel, maintenance, repairs, insurance, tolls, base access fees, permits, and security clearances. Disabled equipment must be replaced within 24 hours. Contractors must provide real-time vehicle tracking, conduct joint inspections, and maintain 24/7 availability for scheduling and incident reporting.
Evaluation criteria, in order of precedence, are technical acceptability (service plan, vehicle specifications, delivery plan, and three-day or shorter lead time), past performance within the prior three years, and price (must be fair, reasonable, and balanced). The Government intends to award one Purchase Order with firm fixed price line items but reserves the right to make multiple awards, partial awards, or no award. All quotes must be valid for 30 days. Payment will be made via Electronic Funds Transfer in Philippine Pesos at prevailing daily exchange rates; the U.S. Government is tax-exempt under the Visiting Force Agreement. The NAICS code is 485320 (Limousine Service); PSC is V222 (Passenger Motor Charter).
